Mr. WHITEHOUSE (for himself, Mr. LEAHY, Mr. WYDEN, Mr. DURBIN, Mr.
BROWN, Ms. KLOBUCHAR, Mr. BLUMENTHAL, Mr. MARKEY, and Mr.
BOOKER) introduced the following bill; which was read twice and referred
to the Committee on Homeland Security and Governmental Affairs
A BILL
To amend the Ethics in Government Act of 1978 to require
more detailed travel disclosure filings from judicial offi-
cers, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ββJudicial Travel Ac-
4
countability Actββ.
5
SEC. 2. TRAVEL DISCLOSURE REQUIREMENTS.

Section 102(a)(2) of the Ethics in Government Act
7
of 1978 (5 U.S.C. App.) is amendedβ
8
(1) in subparagraph (A)β

(A) by striking ββ(A) The identityββ and in-
1
serting ββ(A)(i) Except as provided in clause (ii),
2
the identityββ; and
3
(B) by adding at the end the following:
4
ββ(ii) In the case of a judicial officer, the iden-
5
tity of the source, a brief description, and the value
6
of all gifts aggregating more than the minimal value
7
as established by section 7342(a)(5) of title 5,
8
United States Code, or $250, whichever is greater,
9
received from any source, other than a relative, dur-
10
ing the preceding calendar year, except that any gift
11
with a fair market value of $100 or less, as adjusted
12
at the same time and by the same percentage as the
13
minimal value is adjusted, need not be aggregated
14
for purposes of this subparagraph.ββ; and
15
(2) by adding at the end the following:
16
ββ(D)(i) In the case of a judicial officer required
17
to file an annual financial disclosure statement con-
18
taining information described in subparagraph
19
(A)(ii) or (B), not later than 15 days after the date
20
on which a trip required to be disclosed in the state-
21
ment ends, the judicial officer shall fileβ
22
ββ(I) a detailed description of the meetings
23
and events attended by the judicial officer, in-

cluding the names of the other known attendees

of the meeting or event;
2
ββ(II) the total transportation expenses, in
3
dollars, for the judicial officer;
4
ββ(III) the total transportation expenses, in
5
dollars, for any family member who accom-
6
panied the judicial officer;
7
ββ(IV) the total lodging expenses, in dollars,
8
for the judicial officer;
9
ββ(V) the total lodging expenses, in dollars,
10
for any family member who accompanied the ju-
11
dicial officer;
12
ββ(VI) the total meal expenses, in dollars,
13
for the judicial officer; and
14
ββ(VII) the total meal expenses, in dollars,
15
for any family member who accompanied the ju-
16
dicial officer.

ββ(ii) As soon as practicable after any informa-
18
tion required to be filed by a judicial officer under
19
clause (i) is filed, the information shall be made
20
available on a public website.ββ.
