Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. REQUIRING SILENT ALARMS IN SCHOOLS. 1 (a) LOCAL EDUCATIONAL AGENCY PLANS.—Section 2 1112(c) of the Elementary and Secondary Education Act 3 of 1965 (20 U.S.C. 6312(c)) is amended by adding at the 4 end the following: 5 ‘‘(8) ensure that each school served by the local 6 educational agency is prepared to address a school 7 security emergency, including the use of panic 8 alarms which are not audible within the school build- 9 ing to adequately alert local law enforcement au- 10 thorities and emergency responders about a safety 11 issue at the school.’’. 12 (b) CONDITION OF RECEIPT OF FUNDS.—Subpart 2 13 of part F of title VIII of the Elementary and Secondary 14 Education Act of 1965 (20 U.S.C. 7901 et seq.) is amend- 15 ed by adding at the end the following: 16 ‘‘SEC. 8549D. SCHOOL SECURITY. 17 ‘‘(a) IN GENERAL.—As a condition of receipt of 18 funds under this Act, each local educational agency shall 19 ensure that each elementary school and secondary school 20 served by such local educational agency is equipped with 21 at least one panic alarm for use in a school security emer- 22 gency (including a non-fire evacuation, lockdown, or active 23 shooter situation). 24 ‘‘(b) PANIC ALARM DEFINED.—For purposes of this 25 section and section 1112(c)(8), the term ‘panic alarm’ 26 VerDate Sep 11 2014 23:03 Oct 07, 2019 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H4606.IH H4606 pamtmann on DSKBC07HB2PROD with BILLS 3 •HR 4606 IH means a silent security system signal generated by the 1 manual activation of a device intended to signal a life- 2 threatening or emergency situation requiring a response 3 from law enforcement.’’. 4 SEC. 3. FUNDING FOR SCHOOL RESOURCE OFFICERS. 5 Section 1101(a)(11) of the Omnibus Crime Control 6 and Safe Streets Act of 1968 (34 U.S.C. 10261(a)(11)) 7 is amended— 8 (1) in subparagraph (A), by striking 9 ‘‘$1,047,119,000 for each of fiscal years 2006 10 through 2009’’ and inserting ‘‘$1,097,119,000 for 11 each of fiscal years 2021 through 2030’’; and 12 (2) in subparagraph (B), by inserting after ‘‘of 13 the purposes of part Q’’ the following: ‘‘, and not 14 less than $50,000,000 shall be allocated for grants 15 pursuant to applications submitted by units of local 16 government or law enforcement agencies for the pur- 17 poses described in section 1701(b)(12)’’. 18 Æ VerDate Sep 11 2014 23:03 Oct 07, 2019 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\H4606.IH H4606 pamtmann on DSKBC07HB2PROD with BILLS
