Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Collecting Official 4 Measurements and Baselines to Assess Trafficking Act of 5 2019’’ or the ‘‘COMBAT Act’’. 6 SEC. 2. COMPREHENSIVE STUDY ON HUMAN TRAFFICKING. 7 Section 112A of the Trafficking Victims Protection 8 Act of 2000 is amended by adding at the end the fol- 9 lowing: 10 VerDate Sep 11 2014 02:39 Oct 04, 2019 Jkt 099200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H4581.IH H4581 kjohnson on DSK79L0C42 with BILLS 2 •HR 4581 IH ‘‘(d) COMPREHENSIVE STUDY ON HUMAN TRAF- 1 FICKING.— 2 ‘‘(1) IN GENERAL.—The Secretary of Homeland 3 Security shall conduct a comprehensive study to de- 4 termine the extent of human trafficking in the 5 United States, consistent with the conclusions of the 6 consultation under paragraph (2). 7 ‘‘(2) CONSULTATION.—In the year prior to 8 commencing the study the Secretary shall, in con- 9 sultation with such Federal agencies and State and 10 local government entities as the Secretary deter- 11 mines appropriate— 12 ‘‘(A) determine the appropriate time period 13 for the study to consider; 14 ‘‘(B) determine what information regard- 15 ing incidence of human trafficking is necessary 16 to complete the study; 17 ‘‘(C) from among information under sub- 18 paragraph (B), determine what information is 19 already reported to any other Federal agency, 20 and the availability of such information; 21 ‘‘(D) take such actions as may be appro- 22 priate to arrange for other agencies having cus- 23 tody of such information to make it available to 24 VerDate Sep 11 2014 02:39 Oct 04, 2019 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H4581.IH H4581 kjohnson on DSK79L0C42 with BILLS 3 •HR 4581 IH the Secretary, and, where such actions are not, 1 to promptly report to Congress thereon; and 2 ‘‘(E) enter into agreements with State and 3 local governments providing for the reporting of 4 such information. 5 ‘‘(3) REPORT.—The Secretary shall report the 6 results of the comprehensive study under paragraph 7 (1) to Congress, including— 8 ‘‘(A) the estimated number of victims 9 disaggregated by— 10 ‘‘(i) whether the victim was trafficked 11 within a State; and 12 ‘‘(ii) whether the victim was trafficked 13 in interstate commerce; 14 ‘‘(B) what industries the practice of 15 human trafficking is most prevalent in; 16 ‘‘(C) estimated number of victims disaggre- 17 gated by— 18 ‘‘(i) whether the victim was sex traf- 19 ficked; and 20 ‘‘(ii) whether the victim was trafficked 21 for labor; and 22 ‘‘(D) any other information the Secretary 23 deems appropriate.’’. 24 Æ VerDate Sep 11 2014 02:39 Oct 04, 2019 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\H4581.IH H4581 kjohnson on DSK79L0C42 with BILLS
