Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Dual Credit Innovation 4 Act’’. 5 SEC. 2. NATIONAL BLUE RIBBON SCHOOLS DUAL CREDIT 6 INNOVATION AWARD. 7 (a) DUAL CREDIT PRIORITY.—Not later than 1 year 8 after the date of the enactment of this Act, and annually 9 VerDate Sep 11 2014 02:36 Oct 23, 2019 Jkt 099200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H4677.IH H4677 dlhill on DSKBBY8HB2PROD with BILLS 2 •HR 4677 IH thereafter, the Secretary shall, on a competitive basis, rec- 1 ognize eligible partnerships with high-quality dual credit 2 programs with a ‘‘Dual Credit Innovation Award’’ which 3 shall be an award under the National Blue Ribbon Schools 4 program of the Department of Education. 5 (b) APPLICATION AND SELECTION PROCESS.—To be 6 eligible to be recognized under subsection (a), an eligible 7 partnership shall submit an application under the Na- 8 tional Blue Ribbon Schools program of the Department 9 of Education. 10 (c) NON-MONETARY VALUE.—The award and rec- 11 ognition established under this Act may not have mone- 12 tary value. 13 (d) DEFINITIONS.—In this section: 14 (1) DUAL CREDIT PROGRAM.—The term ‘‘dual 15 credit program’’ means a program offered by an eli- 16 gible partnership through which a secondary school 17 student who has not graduated from high school 18 with a regular high school diploma is able to enroll 19 in one or more postsecondary courses and earn post- 20 secondary credit that— 21 (A) is transferable to the institutions of 22 higher education in the partnership; and 23 (B) applies toward completion of a degree 24 or recognized educational credential as de- 25 VerDate Sep 11 2014 02:36 Oct 23, 2019 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H4677.IH H4677 dlhill on DSKBBY8HB2PROD with BILLS 3 •HR 4677 IH scribed in the Higher Education Act of 1965 1 (20 U.S.C. 1001 et seq.). 2 (2) ELIGIBLE PARTNERSHIP.—The term ‘‘eligi- 3 ble partnership’’ means a partnership between— 4 (A) at least one institution of higher edu- 5 cation (as defined in section 101 of the Higher 6 Education Act of 1965 (20 U.S.C. 1001)) that 7 provides a dual credit program; and 8 (B) at least one— 9 (i) local educational agency (as de- 10 fined in section 8101 of the Elementary 11 and Secondary Education Act of 1965 (20 12 U.S.C. 7801)); or 13 (ii) high school. 14 (3) SECRETARY.—The term ‘‘Secretary’’ means 15 the Secretary of Education. 16 Æ VerDate Sep 11 2014 02:36 Oct 23, 2019 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\H4677.IH H4677 dlhill on DSKBBY8HB2PROD with BILLS
