A BILL
To amend title 46, United States Code, to provide for the
issuance of provisional transportation security cards to
veterans who have been honorably discharged from the
Armed Forces.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ββHonorably Discharged
4
Transportation Worker Identification Credential Act of
5
2019ββ.

SEC. 2. ISSUANCE OF PROVISIONAL TWIC CARDS TO VET-

ERANS WHO HAVE BEEN HONORABLY DIS-
2
CHARGED FROM THE ARMED FORCES.

Section 70105 of title 46, United States Code, is
4
amended by adding at the end the following new sub-
5
section:
6
ββ(r) PROVISIONAL SECURITY CARDS.β(1) The Sec-
7
retary shall establish a process under which the Secretary
8
shall issue provisional transportation security cards to cov-
9
ered veterans to be used during the beginning on the date
10
a covered veteran applies for a transportation security
11
card issued under subsection (b) and ending on the date
12
on which such card is issued or denied to such veteran.

ββ(2) A provisional transportation security card issued
14
to a covered veteran under this subsection shall authorize
15
such covered veterans to have access to secure areas in
16
the same manner as transportation security cards issued
17
under subsection (b).

ββ(3) In this subsection, a covered veteran is an indi-
19
vidual whoβ
20
ββ(A) served in the active military, naval, or air
21
service, and who was discharged or released there-
22
from under honorable conditions; and
23
ββ(B) during such service was subjected to a rig-
24
orous security screening.

ββ(4) The Secretary, in consultation with the Sec-
1
retary of Defense and the Secretary of Veterans Affairs,
2
may prescribe a time period following discharge or separa-
3
tion from service in the Armed Forces during which an
4
individual may be considered a covered veteran under
5
paragraph (3).ββ.
