Mr. ARRINGTON introduced the following bill; which was referred to the Com-
mittee on the Judiciary, and in addition to the Committees on Energy
and Commerce, Transportation and Infrastructure, Agriculture, Science,
Space, and Technology, Natural Resources, Education and Labor, Finan-
cial Services, Foreign Affairs, Ways and Means, and Oversight and Re-
form, for a period to be subsequently determined by the Speaker, in each
case for consideration of such provisions as fall within the jurisdiction of
the committee concerned

To extend authorization for the September 11th Victim Com-
pensation Fund of 2001 through fiscal year 2025, and
for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Honor the Heroes Act
4
of 2019’’.

(a) AUTHORIZATION AND FUNDING.—Section 410 of
3
the Air Transportation Safety and System Stabilization
4
Act (49 U.S.C. 40101 note) is amended—
5
(1) in subsection (c), by striking ‘‘such sums as
6
may be necessary for fiscal year 2019 and each fis-
7
cal year thereafter through fiscal year 2092’’ and in-
8
serting ‘‘$11,991,000,000 for fiscal year 2020 and
9
each fiscal year thereafter through fiscal year
10
2025’’; and
11
(2) by striking subsection (e).

EXTENDING
FILING
DEADLINE.—Section

405(a)(3)(B) of the Air Transportation Safety and Sys-
14
tem Stabilization Act (49 U.S.C. 40101 note) is amended
15
by striking ‘‘October 1, 2090’’ and inserting ‘‘5 years after
16
the date of enactment of the Honor the Heroes Act of
17
2019’’.

(c) COMPENSATION REDUCED BY SPECIAL MASTER
19
DUE TO LACK OF FUNDING.—Section 406(d)(2)(C)(ii) of
20
the Air Transportation Safety and System Stabilization
21
Act (49 U.S.C. 40101 note) is amended by striking ‘‘each
22
year thereafter’’ and inserting ‘‘not less than once every
23
5 years thereafter’’.

(d) ADJUSTMENT OF GROSS INCOME LIMITATION.—

Section 405(b)(7)(B)(ii) of the Air Transportation Safety

SEC. 3. OFFSET.
1
(a) IN GENERAL.—For fiscal year 2020 and each fis-
2
cal year thereafter, the discretionary budget authority pro-
3
vided to each of the following for fiscal year 2019 shall
4
be reduced by 3 percent, with the reduction applied pro-
5
portionately to each account:
6
(1) The Environmental Protection Agency.
7
(2) The Department of the Interior.
8
(3) The Department of Labor.
9
(4) The Department of Housing and Urban De-
10
velopment.
11
(5) The Department of Commerce.
12
(b) DEPOSIT INTO FUND.—An amount equal to the
13
total amount of any reduction under subsection (a) shall
14
be deposited into the Victim Compensation Fund estab-
15
lished under section 410 of the Air Transportation Safety
16
and System Stabilization Act (49 U.S.C. 40101 note).
17
(c) CONFORMING AMENDMENT.—Section 410(b) of
18
the Air Transportation Safety and System Stabilization
19
Act (49 U.S.C. 40101 note) is amended by adding at the
20
end the following:
21
‘‘(3) An amount equal to the total amount of
22
any reduction under section 3 of the Honor the He-
23
roes Act of 2019.’’.
