Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 That the following sums are appropriated, out of any 3 money in the Treasury not otherwise appropriated, for the 4 Legislative Branch for the fiscal year ending September 5 30, 2020, and for other purposes, namely: 6 2 •S 2581 RS TITLE I 1 LEGISLATIVE BRANCH 2 SENATE 3 EXPENSE ALLOWANCES 4 For expense allowances of the Vice President, 5 $18,760; the President Pro Tempore of the Senate, 6 $37,520; Majority Leader of the Senate, $39,920; Minor- 7 ity Leader of the Senate, $39,920; Majority Whip of the 8 Senate, $9,980; Minority Whip of the Senate, $9,980; Sergeant at Arms and Doorkeeper of the Sen- 6 ate, $7,110; Secretary for the Majority of the Senate, 7 $7,110; Secretary for the Minority of the Senate, $7,110; 8 in all, $28,440. 9 CONTINGENT EXPENSES OF THE SENATE 10 INQUIRIES AND INVESTIGATIONS 11 For expenses of inquiries and investigations ordered 12 by the Senate, or conducted under paragraph 1 of rule 13 XXVI of the Standing Rules of the Senate, section 112 14 of the Supplemental Appropriations and Rescission Act, 15 1980 (Public Law 96–304), and Senate Resolution 281, 16 96th Congress, agreed to March 11, 1980, $133,265,000, 17 of which $26,650,000 shall remain available until Sep- 18 tember 30, 2022. 19 U.S. SENATE CAUCUS ON INTERNATIONAL NARCOTICS 20 CONTROL 21 For expenses of the United States Senate Caucus on 22 International Narcotics Control, $508,000. 23 6 •S 2581 RS SECRETARY OF THE SENATE 1 For expenses of the Office of the Secretary of the 2 Senate, $14,536,000 of which $11,436,000 shall remain 3 available until September 30, 2024 and of which 4 $3,100,000 shall remain available until expended. 5 SERGEANT AT ARMS AND DOORKEEPER OF THE SENATE 6 For expenses of the Office of the Sergeant at Arms 7 and Doorkeeper of the Senate, $128,753,000, which shall 8 remain available until September 30, 2024. 9 MISCELLANEOUS ITEMS 10 For miscellaneous items, $18,871,410 which shall re- 11 main available until September 30, 2022. 12 SENATORS’ OFFICIAL PERSONNEL AND OFFICE EXPENSE 13 ACCOUNT 14 For Senators’ Official Personnel and Office Expense 15 Account, $449,000,000 of which $20,128,950 shall remain 16 available until September 30, 2022 and of which 17 $6,000,000 shall be allocated solely for the purpose of pro- 18 viding financial compensation to Senate interns. 19 OFFICIAL MAIL COSTS 20 For expenses necessary for official mail costs of the 21 Senate, $300,000. 22 7 •S 2581 RS ADMINISTRATIVE PROVISIONS 1 REQUIRING AMOUNTS REMAINING IN SENATORS’ OFFI- 2 CIAL PERSONNEL AND OFFICE EXPENSE ACCOUNT 3 TO BE USED FOR DEFICIT REDUCTION OR TO RE- 4 DUCE THE FEDERAL DEBT 5 SEC. 101. Notwithstanding any other provision of 6 law, any amounts appropriated under this Act under the 7 heading ‘‘SENATE’’ under the heading ‘‘CONTINGENT 8 EXPENSES OF THE SENATE’’ under the heading ‘‘SEN- 9 ATORS’ OFFICIAL PERSONNEL AND OFFICE EXPENSE AC- 10 COUNT’’ shall be available for obligation only during the 11 fiscal year or fiscal years for which such amounts are 12 made available. Any unexpended balances under such al- 13 lowances remaining after the end of the period of avail- 14 ability shall be returned to the Treasury in accordance 15 with the undesignated paragraph under the center heading 16 ‘‘GENERAL PROVISION’’ under chapter XI of the 17 Third Supplemental Appropriation Act, 1957 (2 U.S.C. 18 4107) and used for deficit reduction (or, if there is no 19 Federal budget deficit after all such payments have been 20 made, for reducing the Federal debt, in such manner as 21 the Secretary of the Treasury considers appropriate). 22 ADJUSTMENTS TO COMPENSATION 23 SEC. 102. Notwithstanding any other provision of 24 law, no adjustment shall be made under section 601(a) 25 8 •S 2581 RS of the Legislative Reorganization Act of 1946 (2 U.S.C. 1 4501) (relating to cost of living adjustments for Members 2 of Congress) during fiscal year 2020. 3 JOINT ITEMS 4 For Joint Committees, as follows: 5 JOINT ECONOMIC COMMITTEE 6 For salaries and expenses of the Joint Economic 7 Committee, $4,203,000, to be disbursed by the Secretary 8 of the Senate. 9 JOINT CONGRESSIONAL COMMITTEE ON INAUGURAL 10 CEREMONIES OF 2021 11 For salaries and expenses associated with conducting 12 the inaugural ceremonies of the President and Vice Presi- 13 dent of the United States, January 20, 2021, in accord- 14 ance with such program as may be adopted by the joint 15 congressional committee authorized to conduct the inau- 16 gural ceremonies of 2021, $1,500,000 to be disbursed by 17 the Secretary of the Senate and to remain available until 18 September 30, 2021: Provided, That funds made available 19 under this heading shall be available for payment, on a 20 direct or reimbursable basis, whether incurred on, before, 21 or after, October 1, 2020: Provided further, That the com- 22 pensation of any employee of the Committee on Rules and 23 Administration of the Senate who has been designated to 24 perform service with respect to the inaugural ceremonies 25 9 •S 2581 RS of 2021 shall continue to be paid by the Committee on 1 Rules and Administration, but the account from which 2 such staff member is paid may be reimbursed for the serv- 3 ices of the staff member out of funds made available under 4 this heading: Provided further, That there are authorized 5 to be paid from the appropriations account for ‘‘Expenses 6 of Inquiries and Investigations’’ of the Senate such sums 7 as may be necessary, without fiscal year limitation, for 8 agency contributions related to the compensation of em- 9 ployees of the joint congressional committee. 10 JOINT COMMITTEE ON TAXATION 11 For salaries and expenses of the Joint Committee on 12 Taxation, $11,563,000, to be disbursed by the Chief Ad- 13 ministrative Officer of the House of Representatives. 14 For other joint items, as follows: 15 OFFICE OF THE ATTENDING PHYSICIAN 16 For medical supplies, equipment, and contingent ex- 17 penses of the emergency rooms, and for the Attending 18 Physician and his assistants, including: 19 (1) an allowance of $2,175 per month to the 20 Attending Physician; 21 (2) an allowance of $1,300 per month to the 22 Senior Medical Officer; 23 10 •S 2581 RS (3) an allowance of $725 per month each to 1 three medical officers while on duty in the Office of 2 the Attending Physician; 3 (4) an allowance of $725 per month to 2 assist- 4 ants and $580 per month each not to exceed 11 as- 5 sistants on the basis heretofore provided for such as- 6 sistants; and 7 (5) $2,800,000 for reimbursement to the De- 8 partment of the Navy for expenses incurred for staff 9 and equipment assigned to the Office of the Attend- 10 ing Physician, which shall be advanced and credited 11 to the applicable appropriation or appropriations 12 from which such salaries, allowances, and other ex- 13 penses are payable and shall be available for all the 14 purposes thereof, $3,868,000, to be disbursed by the 15 Chief Administrative Officer of the House of Rep- 16 resentatives. 17 OFFICE OF CONGRESSIONAL ACCESSIBILITY SERVICES 18 SALARIES AND EXPENSES 19 For salaries and expenses of the Office of Congres- 20 sional Accessibility Services, $1,509,000, to be disbursed 21 by the Secretary of the Senate. 22 11 •S 2581 RS CAPITOL POLICE 1 SALARIES 2 For salaries of employees of the Capitol Police, in- 3 cluding overtime, hazardous duty pay, and Government 4 contributions for health, retirement, social security, pro- 5 fessional liability insurance, and other applicable employee 6 benefits, $379,062,000 of which overtime shall not exceed 7 $47,048,000 unless the Committee on Appropriations of 8 the House and Senate are notified, to be disbursed by the 9 Chief of the Capitol Police or his designee. 10 GENERAL EXPENSES 11 For necessary expenses of the Capitol Police, includ- 12 ing motor vehicles, communications and other equipment, 13 security equipment and installation, uniforms, weapons, 14 supplies, materials, training, medical services, forensic 15 services, stenographic services, personal and professional 16 services, the employee assistance program, the awards pro- 17 gram, postage, communication services, travel advances, 18 relocation of instructor and liaison personnel for the Fed- 19 eral Law Enforcement Training Center, and not more 20 than $5,000 to be expended on the certification of the 21 Chief of the Capitol Police in connection with official rep- 22 resentation and reception expenses, $85,279,000, to be 23 disbursed by the Chief of the Capitol Police or his des- 24 ignee: Provided, That, notwithstanding any other provi- 25 12 •S 2581 RS sion of law, the cost of basic training for the Capitol Police 1 at the Federal Law Enforcement Training Center for fis- 2 cal year 2020 shall be paid by the Secretary of Homeland 3 Security from funds available to the Department of Home- 4 land Security. 5 OFFICE OF CONGRESSIONAL WORKPLACE 6 RIGHTS 7 SALARIES AND EXPENSES 8 For salaries and expenses of the Office of Congres- 9 sional Workplace Rights, as authorized by section 305 of 10 the Congressional Accountability Act of 1995 (2 U.S.C. 11 1385), $6,333,000, of which $1,000,000 shall remain 12 available until September 30, 2021: Provided, That not 13 more than $500 may be expended on the certification of 14 the Executive Director of the Office of Congressional 15 Workplace Rights in connection with official representa- 16 tion and reception expenses. 17 CONGRESSIONAL BUDGET OFFICE 18 SALARIES AND EXPENSES 19 For salaries and expenses necessary for operation of 20 the Congressional Budget Office, including not more than 21 $6,000 to be expended on the certification of the Director 22 of the Congressional Budget Office in connection with offi- 23 cial representation and reception expenses, $54,941,000: 24 Provided, that the Director shall use not less than 25 13 •S 2581 RS $500,000 of the amount made available under this head- 1 ing for (1) improving technical systems, processes, and 2 models for the purpose of improving the transparency of 3 estimates of budgetary effects to Members of Congress, 4 employees of Members of Congress, and the public, and 5 (2) to increase the availability of models, economic as- 6 sumptions, and data for Members of Congress, employees 7 of Members of Congress, and the public. 8 ARCHITECT OF THE CAPITOL 9 CAPITAL CONSTRUCTION AND OPERATIONS 10 For salaries for the Architect of the Capitol, and 11 other personal services, at rates of pay provided by law; 12 for all necessary expenses for surveys and studies, con- 13 struction, operation, and general and administrative sup- 14 port in connection with facilities and activities under the 15 care of the Architect of the Capitol including the Botanic 16 Garden; electrical substations of the Capitol, Senate and 17 House office buildings, and other facilities under the juris- 18 diction of the Architect of the Capitol; including fur- 19 nishings and office equipment; including not more than 20 $5,000 for official reception and representation expenses, 21 to be expended as the Architect of the Capitol may ap- 22 prove; for purchase or exchange, maintenance, and oper- 23 ation of [Text truncated for display.
