To authorize the Secretary of Health and Human Services, acting through
the Director of the Indian Health Service, to acquire private land to
facilitate access to the Desert Sage Youth Wellness Center in Hemet,
California, and for other purposes.

duced the following bill; which was referred to the Committee on Natural
Resources, and in addition to the Committee on Energy and Commerce,
for a period to be subsequently determined by the Speaker, in each case
for consideration of such provisions as fall within the jurisdiction of the
committee concerned
A BILL
To authorize the Secretary of Health and Human Services,
acting through the Director of the Indian Health Service,
to acquire private land to facilitate access to the Desert
Sage Youth Wellness Center in Hemet, California, and
for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. ACCESS ROAD FOR DESERT SAGE YOUTH
3
WELLNESS CENTER.

(a) ACQUISITION OF LAND.—

(1) AUTHORIZATION.—The Secretary of Health
1
and Human Services, acting through the Director of
2
the Indian Health Service, is authorized to acquire,
3
from willing sellers, the land in Hemet, California,
4
upon which is located a dirt road known as ‘‘Best
5
Road’’, beginning at the driveway of the Desert Sage
6
Youth Wellness Center at Faure Road and extending
7
to the junction of Best Road and Sage Road.

(2) COMPENSATION.—The Secretary shall pay
9
fair market value for the land authorized to be ac-
10
quired under paragraph (1). Fair market value shall
11
be determined—
12
(A) using Uniform Appraisal Standards
13
for Federal Land Acquisitions; and
14
(B) by an appraiser acceptable to the Sec-
15
retary and the owners of the land to be ac-
16
quired.

(3) ADDITIONAL RIGHTS.—In addition to the
18
land referred to in paragraph (1), the Secretary is
19
authorized to acquire, from willing sellers, land or
20
interests in land as reasonably necessary to con-
21
struct and maintain the road as required by sub-
22
section (b).

(b) CONSTRUCTION AND MAINTENANCE OF ROAD.—

(1) CONSTRUCTION.—After the Secretary ac-
1
quires the land pursuant to subsection (a), the Sec-
2
retary shall construct on that land a paved road that
3
is generally located over Best Road to facilitate ac-
4
cess to the Desert Sage Youth Wellness Center in
5
Hemet, California.
6
(2) MAINTENANCE.—The Secretary—
7
(A) shall maintain and manage the road
8
constructed pursuant to paragraph (1); or
9
(B) enter into an agreement with Riverside
10
County, California, to own, maintain and man-
11
age the road constructed pursuant to paragraph
12
(1).
