To direct the Secretary of the Interior to reissue a final
rule relating to listing of the gray wolf in the Western
Great Lakes under the Endangered Species Act of 1973,
and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Gray Wolf State Man-
4
agement Act of 2019’’.

SEC. 2. REISSUANCE OF FINAL RULE REGARDING GRAY

WOLVES IN THE WESTERN GREAT LAKES.

Before the end of the 60-day period beginning on the
3
date of enactment of this Act, the Secretary of the Interior
4
shall reissue the final rule published on December 28,
5
2011 (76 Fed. Reg. 81666), without regard to any other
6
provision of statute or regulation that applies to issuance
7
of such rule.

SEC. 3. SENSE OF CONGRESS REGARDING STATE CON-
9
SULTATION WITH TRIBAL GOVERNMENTS.

It is the sense of Congress that—
11
(1) Indian Tribes in Minnesota, Wisconsin, and
12
Michigan are sovereign governments and retain cer-
13
tain rights to regulate natural resources used by
14
their members on Tribal lands and public lands on
15
reservations; and
16
(2) when drafting any State wolf management
17
plan, each of the States of Minnesota, Wisconsin,
18
and Michigan should consult early and fully with
19
each affected Tribal government.
