Mr. LAWSON of Florida (for himself, Mr. RUTHERFORD, Mr. DIAZ-BALART,
Mr. SOTO, Mr. DUNN, Mr. SPANO, Ms. CASTOR of Florida, Mr. YOHO,
and Mr. WALTZ) introduced the following bill; which was referred to the
Committee on Veterans’ Affairs, and in addition to the Committee on
Natural Resources, for a period to be subsequently determined by the
Speaker, in each case for consideration of such provisions as fall within
the jurisdiction of the committee concerned
A BILL
To designate the POW/MIA Memorial and Museum in Jack-
sonville, Florida, as the National POW/MIA Memorial
and Museum, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘National POW/MIA
4
Memorial and Museum Act of 2019’’.

SEC. 2. FINDINGS.

Congress finds the following:

(1) The POW/MIA Memorial and Museum is a
1
civic landmark and cultural institution being built as
2
of the date of the enactment of this Act in Jackson-
3
ville, Florida, to honor, connect, inspire, and educate
4
all people about the 142,000 members of the Armed
5
Forces who have been captured as prisoners of war
6
since World War II and the 82,000 members of the
7
Armed Forces who are currently missing in action or
8
unaccounted for since World War II.
9
(2) The POW/MIA Memorial and Museum is
10
the only public museum of its kind operating for the
11
exclusive purpose of honoring all former prisoners of
12
war, those who were missing in action, and those
13
who were unaccounted for.
14
(3) The POW/MIA Memorial and Museum will
15
share the stories of such individuals, showcase the
16
history of the POW/MIA logo, the history of the
17
Naval Air Station Cecil Field as a master jet base,
18
and will serve as a facility for the families of mem-
19
bers of the Armed Forces.
20
(4) The POW/MIA Memorial and Museum will
21
attract and educate a diverse group of people
22
through visitor-centered, interactive, participatory
23
exhibits, and will provide a place for educational pro-

grams, special events, and activities connecting all

generations.

SEC. 3. NATIONAL POW/MIA MEMORIAL AND MUSEUM.

(a) DESIGNATION.—The memorial and museum that
4
is, as of the date of the enactment of this Act, being con-
5
structed on an approximately 26-acre area on POW-MIA
6
Memorial Parkway, Jacksonville, Florida, shall be des-
7
ignated as the ‘‘National POW/MIA Memorial and Mu-
8
seum’’.
9
(b) REPORT TO CONGRESS.—Not later than 90 days
10
after the date of the enactment of this Act, the Director
11
of the National POW/MIA Memorial and Museum shall
12
submit to Congress a report including—
13
(1) a budget for the POW/MIA Memorial and
14
Museum for the five-year period beginning on the
15
date the POW/MIA Memorial and Museum is ex-
16
pected to open to the public;
17
(2) a description of the organizational structure
18
of the POW/MIA Memorial and Museum;
19
(3) a copy of any bylaws or rules implemented
20
by the POW/MIA Memorial and Museum; and
21
(4) a list of any organization or entity that has
22
accredited the POW/MIA Memorial and Museum.
23
(c) WITHDRAWAL OF DESIGNATION.—The designa-
24
tion under subsection (a) may be withdrawn if—

(1) the POW/MIA Memorial and Museum is

not operational in a satisfactory manner on the date
2
that is five years after the date of the enactment of
3
this Act; or
4
(2) the report under subsection (b) is submitted
5
to Congress after the date that is 90 days after the
6
date of the enactment of this Act.
