Infrastructure Spending Limit Act of 2019

Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Infrastructure Spend- 4 ing Limit Act of 2019’’. 5 SEC. 2. DISCRETIONARY SPENDING LIMIT FOR INFRA- 6 STRUCTURE SPENDING. 7 (a) DEFINITION.—Section 250(c)(4) of the Balanced 8 Budget and Emergency Deficit Control Act of 1985 (2 9 U.S.C. 900(c)(4)) is amended— ‘‘other 1 than in the infrastructure category’’ before the pe- 2 riod; 3 (2) in subparagraph (E), by inserting ‘‘or the 4 infrastructure category’’ before the period; 5 (3) by redesignating subparagraph (F) as sub- 6 paragraph (G); and 7 (4) by inserting after subparagraph (E) the fol- 8 lowing: 9 ‘‘(F) The term ‘infrastructure category’ means 10 discretionary appropriations for the following appro- 11 priation accounts or programs: 12 ‘‘(i) For the Federal Aviation Administra- 13 tion: 14 ‘‘(I) Facilities and Equipment. 15 ‘‘(II) Grants-in-Aid for Airports. 16 ‘‘(III) by striking paragraphs (7) 15 and (8) and inserting the following: 16 ‘‘(7) for fiscal year 2020— 17 ‘‘(A) for the revised security category 18 $645,325,600,000 in new budget authority; 19 ‘‘(B) for the revised nonsecurity category, 20 $580,861,700,000 in new budget authority; and 21 ‘‘(C) for the infrastructure category, 22 $61,812,700,000 in new budget authority; and 23 ‘‘(8) for fiscal year amend- 9 ed by inserting ‘‘or the amendment made to section 251(c) 10 revising the discretionary spending limits for fiscal years 11 2020 and 2021 by the Infrastructure Spending Limit Act 12 of 2019’’
