ments to benefits for survivors of deceased graduates of the Reserve
Officers’ Training Corps, and for other purposes.

To amend titles 10 and 38, United States Code, to make
certain improvements to benefits for survivors of de-
ceased graduates of the Reserve Officers’ Training
Corps, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Second Lieutenant
4
Richard W. Collins III Memorial Act’’.
5
SEC. 2. DEATH GRATUITY FOR ROTC GRADUATES.
6
(a) IN GENERAL.—Section 1475(a)(4) of title 10,
7
United States Code, is amended by adding ‘‘; or a grad-

receive a first duty assignment; or’’ at the end.

(b) EFFECTIVE DATE.—The amendment made by
3
subsection (a) applies to deaths on or after May 1, 2017.

SEC. 3. CASUALTY ASSISTANCE FOR ROTC GRADUATES.

(a) IN GENERAL.—Section 633 of the National De-
6
fense Authorization Act for Fiscal Year 2014 (10 U.S.C.
7
1475 note) is amended by adding at the end the following
8
new subsection:

‘‘(c) ROTC GRADUATES TREATED AS MEMBERS.—
10
For purposes of this section, a graduate of a reserve offi-
11
cers’ training corps who dies before receiving a first duty
12
assignment shall be treated as a member of the Armed
13
Forces who dies while on active duty.’’.

(b) EFFECTIVE DATE.—The amendment made by
15
subsection (a) applies to deaths on or after May 1, 2017.

SEC. 4. SERVICEMEMBERS’ GROUP LIFE INSURANCE FOR
17
ROTC GRADUATES.

(a) IN GENERAL.—Section 1967(a)(1) of title 38,
19
United States Code, is amended by adding at the end the
20
following new subparagraph:
21
‘‘(D) Any graduate of a reserve officers’ train-
22
ing corps who has not received a first duty assign-
23
ment.’’.
