REPRESENTATION AND LEADERSHIP OF UNITED 1 STATES IN INTERNATIONAL COMMUNICA- 2 TIONS STANDARDS-SETTING BODIES. 3 (a) IN GENERAL.—In order to enhance the represen- 4 tation of the United States and promote United States 5 leadership in international standards-setting bodies that 6 set standards for 5G networks and for future generations 7 of wireless communications networks, the Assistant Sec- 8 retary shall, in consultation with the National Institute 9 for Standards and Technology, coordinate executive 10 branch efforts to— 11 (1) encourage participation by trusted compa- 12 nies and a wide variety of relevant stakeholders (to 13 the extent such standards-setting bodies allow such 14 stakeholders to participate) in such international 15 standards-setting bodies; and 16 (2) offer technical expertise to trusted compa- 17 nies and a wide variety of relevant stakeholders (to 18 the extent such standards-setting bodies allow such 19 stakeholders to participate) to facilitate such partici- 20 pation. 21 (b) INTERNATIONAL STANDARDS-SETTING BOD- 22 IES.—The international standards-setting bodies referred 23 to in subsection (a) include— 24 (1) the International Telecommunication Union; 25 VerDate Sep 11 2014 23:32 Sep 25, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H4463.IH H4463 SSpencer on DSKBBXCHB2PROD with BILLS 3 •HR 4463 IH (2) the International Organization for Stand- 1 ardization; 2 (3) the voluntary standards-setting bodies that 3 develop protocols for wireless devices and other 4 equipment, such as the 3GPP and the Institute of 5 Electrical and Electronics Engineers; and 6 (4) any standards-setting body accredited by 7 the American National Standards Institute or Alli- 8 ance for Telecommunications Industry Solutions. 9 (c) BRIEFING.—Not later than 60 days after the date 10 of the enactment of this Act, the Assistant Secretary shall 11 brief the Committee on Energy and Commerce of the 12 House of Representatives and the Committee on Com- 13 merce, Science, and Transportation of the Senate on a 14 strategy to carry out subsection (a). 15 (d) DEFINITIONS.—In this section: 16 (1) 3GPP.—The term ‘‘3GPP’’ means the 3rd 17 Generation Partnership Project. 18 (2) 5G NETWORK.—The term ‘‘5G network’’ 19 means a fifth-generation mobile network as de- 20 scribed by 3GPP Release 15 or higher. 21 (3) ASSISTANT SECRETARY.—The term ‘‘Assist- 22 ant Secretary’’ means the Assistant Secretary for 23 Communications and Information. 24 VerDate Sep 11 2014 23:32 Sep 25, 2019 Jkt 089200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H4463.IH H4463 SSpencer on DSKBBXCHB2PROD with BILLS 4 •HR 4463 IH (4) CLOUD COMPUTING.—The term ‘‘cloud 1 computing’’ has the meaning given the term in Spe- 2 cial Publication 800–145 of the National Institute of 3 Standards and Technology, entitled ‘‘The NIST Def- 4 inition of Cloud Computing’’, published in Sep- 5 tember 2011, or any successor publication. 6 (5) COMMUNICATIONS NETWORK.—The term 7 ‘‘communications network’’ means any of the fol- 8 lowing: 9 (A) A system enabling the transmission, 10 between or among points specified by the user, 11 of information of the user’s choosing. 12 (B) Cloud computing resources. 13 (C) A network or system used to access 14 cloud computing resources. 15 (6) TRUSTED COMPANY.—The term ‘‘trusted 16 company’’ means a company that is determined by 17 the Assistant Secretary not to pose a threat to the 18 national security of the United States.
