A BILL
To authorize the Secretary of the department in which the
Coast Guard is operating to establish a Coast Guard
Junior Reserve Officers’ Training Corps program in co-
operation with Pinellas Park High School, and for other
purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. COAST GUARD JUNIOR RESERVE OFFICERS’
3
TRAINING PILOT PROGRAM.
4
(a) IN GENERAL.—The Secretary may carry out a
5
pilot program to establish and maintain a Coast Guard
6
Junior Reserve Officers’ Training Corps program in co-

operation with Pinellas Park High School in Pinellas
1
County, Florida.

(b) PROGRAM REQUIREMENTS.—The pilot program
3
under subsection (a) shall provide to participating stu-
4
dents at Pinellas Park High School—
5
(1) instruction in subject areas relating to oper-
6
ations of the Coast Guard; and
7
(2) training in skills which are useful and ap-
8
propriate for a career in the Coast Guard.
9
(c) PROVISION OF ADDITIONAL SUPPORT.—To carry
10
out such pilot program, the Secretary may provide to
11
Pinellas Park High School—
12
(1) assistance in course development, instruc-
13
tion, and other support activities; and
14
(2) necessary and appropriate course materials,
15
equipment, and uniforms.

(d) EMPLOYMENT OF RETIRED COAST GUARD PER-
17
SONNEL.—
18
(1) IN GENERAL.—Subject to paragraph (2),
19
the Secretary may authorize the Pinellas Park High
20
School to employ, as administrators and instructors
21
for such pilot program, retired Coast Guard and
22
Coast Guard Reserve commissioned, warrant, and
23
petty officers not on active duty who request such

employment and who are approved by the Secretary
1
and Pinellas Park High School.

(2) AUTHORIZED PAY.—
3
(A) IN
GENERAL.—Individuals employed
4
under paragraph (1) shall be entitled to receive
5
their retired or retainer pay and an additional
6
amount of not more than the difference be-
7
tween—
8
(i) the amount the individual would be
9
paid as pay and allowance if the individual
10
was considered to have been ordered to ac-
11
tive duty during the period of employment;
12
and
13
(ii) the amount of retired pay the in-
14
dividual is entitled to receive during that
15
period.
16
(B) PAYMENT TO SCHOOL.—The Secretary
17
shall pay Pinellas Park High School an amount
18
equal to one half of the amount described in
19
subparagraph (A), from funds appropriated for
20
such purpose.
21
(C) SPECIAL RULE.—Notwithstanding any
22
other provision of law, while employed under
23
this subsection, an individuals is not considered
24
to be on active-duty or inactive-duty training.

(e) SECRETARY DEFINED.—In this section, the term
1
‘‘Secretary’’ means the Secretary of the department in
2
which the Coast Guard is operating.
