A BILL
To require the Food and Drug Administration to conduct
a study on the effects of radiofrequency radiation in
the 5G networks on human health.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Telecommunications
4
Safety Act of 2019’’.

SEC. 2. STUDY ON THE EFFECTS OF 5G NETWORKS ON
6
HUMAN HEALTH.

(a) IN GENERAL.—The Secretary of Health and
8
Human Services (referred to in this Act as the ‘‘Sec-
9
retary’’), acting through the Commissioner of Food and

Drugs and in cooperation with the Federal Communica-

tions Commission, shall conduct a study on the effects of
2
radiofrequency radiation on human health, which shall in-
3
clude research on human health effects of the wavelengths
4
of such radiation at the levels expected to be used in the
5
fifth-generation mobile networks, including effects on the
6
human reproductive system and connections to illnesses
7
such as cancer (including malignant tumor growths) and
8
Alzheimer’s disease.

(b) REPORTS.—The Secretary shall submit to Con-
10
gress—
11
(1) not later than 6 months after the date of
12
enactment of this Act, a preliminary report on the
13
study conducted under subsection (a); and
14
(2) not later than 1 year after the date of en-
15
actment of this Act, a final report on such study.
16
The reports submitted under this subsection shall include
17
the Secretary’s plans for future research on the effects of
18
radiofrequency radiation on human health.
19
(c) SAFETY STANDARDS.—The Secretary shall de-
20
velop standards of safety with respect to human health
21
for telecommunications equipment, based on the findings
22
of the study under subsection (a).

SEC. 3. STUDY ON FUTURE NETWORKS.

The Secretary, acting through the Commissioner of
2
Food and Drugs and in cooperation with the Federal Com-
3
munications Commission, shall conduct studies on any mo-
4
bile networks that follow the fifth-generation mobile net-
5
works, and shall complete any such study not later than
6
1 year after such network becomes operational.
