To amend title 28, United States Code, to limit the authority
of district courts to provide injunctive relief, and for
other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Nationwide Injunction
4
Abuse Prevention Act of 2019’’.

SEC. 2. LIMITATION ON AUTHORITY OF UNITED STATES

DISTRICT COURTS TO PROVIDE INJUNCTIVE

RELIEF.

(a) IN GENERAL.—Chapter 85 of title 28, United
4
States Code, is amended by adding at the end the fol-
5
lowing:
6
‘‘§ 1370. Limitation on authority to provide injunctive
7
relief
8
‘‘(a) Notwithstanding any other provision of law, no
9
United States district court shall issue any order providing
10
for injunctive relief, except in the case of such an order
11
that is applicable only to—
12
‘‘(1) the parties to the case before such district
13
court; or
14
‘‘(2) in the Federal district in which the order
15
is issued.’’.

(b) TABLE OF SECTIONS.—The table of sections at
17
the beginning of chapter 84 of title 28, United States
18
Code, is amended by adding at the end the following:
19
‘‘1370. Limitation on authority to provide injunctive relief.’’.
