A BILL
To ensure that unclaimed money recovered at airport security
checkpoints is transferred to a fund for certain border
security activities, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Cents for Sense Act
4
of 2019’’.

SEC. 2. DISPOSITION OF UNCLAIMED MONEY RECOVERED
6
AT AIRPORT SECURITY CHECKPOINTS.

(a) IN GENERAL.—

(1) ESTABLISHMENT OF FUND.—There is es-
1
tablished in the Treasury of the United States a
2
fund to be known as the ‘‘Traveler’s Border Protec-
3
tion Fund’’ (in this subsection referred to as the
4
‘‘Fund’’).
5
(2) TRANSFERS
TO
FUND.—Notwithstanding
6
any other provision of law, the Administrator of the
7
Transportation Security Administration shall ensure
8
the transfer to the Fund of unclaimed money recov-
9
ered at airport security checkpoints.
10
(3) AUTHORIZED
USES.—Amounts may be
11
made available from the Fund only—
12
(A) to the Secretary of Homeland Security;
13
and
14
(B) for the construction or maintenance of
15
a barrier along the international border between
16
the United States and Mexico.
17
(4) ANNUAL
REPORT.—Each fiscal year, the
18
Secretary of Homeland Security shall submit to
19
Congress a report that contains a detailed descrip-
20
tion of—
21
(A) the amount of unclaimed money recov-
22
ered from airport security checkpoints in the
23
most recently completed fiscal year;

(B) the amounts available in the Fund;

and

(C) how amounts made available from the

Fund have been used for the activities described
4
in paragraph (3)(B).

(b) CONFORMING AND CLERICAL AMENDMENTS.—

(1)
CONFORMING
AMENDMENTS.—Section
7
44945 of title 49, United States Code, is amended—
8
(A) in the heading, by striking ‘‘money
9
and’’;
10
(B) by striking subsection (a); and
11
(C) in subsection (b)—
12
(i) by redesignating paragraphs (1)
13
through (4) as subsections (a) through (d),
14
respectively, and adjusting the margins ac-
15
cordingly; and
16
(ii) by striking ‘‘(b) DISPOSITION OF
17
UNCLAIMED CLOTHING.—’’.

(2) CLERICAL AMENDMENT.—The table of sec-
19
tions for chapter 449 of title 49, United States
20
Code, is amended by amending the item relating to
21
section 44945 to read as follows:
22
‘‘44945. Disposition of unclaimed clothing.’’.
