To amend the Food and Nutrition Act of 2008 to treat
attendance at an institution of higher education the same
as work for the purpose of determining eligibility to

Be it enacted by the Senate and House of Representa-

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Enhance Access To
2
SNAP Act of 2019’’ or ‘‘EATS Act of 2019’’.

SEC. 2. AMENDMENTS.

Section 6 of the Food and Nutrition Act of 2008 (7
5
U.S.C. 2015) is amended—
6
(1) in subsection (e)(4) by striking ‘‘employed’’
7
and inserting ‘‘attending an institution of higher
8
education (as defined in section 102 of the Higher
9
Education Act of 1965 (20 U.S.C. 1002)) or em-
10
ployed, in the aggregate,’’; and
11
(2) in subsection (o)(2)(A) by striking ‘‘work’’
12
and inserting ‘‘attending an institution of higher
13
education (as defined in section 102 of the Higher
14
Education Act of 1965 (20 U.S.C. 1002)) or work,
15
in the aggregate,’’.

SEC. 3. EFFECTIVE DATE.

This Act shall take effect on January 2, 2020.
