Mr. ROUDA (for himself and Mr. GARAMENDI) introduced the following bill;
which was referred to the Committee on Transportation and Infrastruc-
ture, and in addition to the Committee on Energy and Commerce, for a
period to be subsequently determined by the Speaker, in each case for
consideration of such provisions as fall within the jurisdiction of the com-
mittee concerned
A BILL
To direct the Secretary of Transportation to enter into an
agreement with the National Academy of Engineering
to conduct a study on seismicity, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Pipeline Seismic Safety
4
Study Act’’.

SEC. 2. NATIONAL ACADEMY OF ENGINEERING STUDY ON

SEISMICITY.

(a) IN GENERAL.—The Secretary of Transportation,
3
in consultation with the Federal Energy Regulatory Com-
4
mission, shall enter into an agreement with the National
5
Academy of Engineering under which the National Acad-
6
emy of Engineering shall conduct a study to—
7
(1) evaluate the current Federal requirements
8
for pipeline design and siting relating to seismicity,
9
land subsidence, and landslides; and
10
(2) identify any deficiencies in industry prac-
11
tices related to such requirements.

(b) NOTICE REQUIRED.—Upon completion of the
13
study required under subsection (a), the National Acad-
14
emy of Engineering shall transmit notice of the completion
15
of such study to the Office of the Law Revision Counsel.

(c) REPORT TO CONGRESS.—Not later than 90 days
17
after the completion of the study required under sub-
18
section (a), the National Academy of Engineering shall
19
submit to the Committee on Transportation and Infra-
20
structure of the House of Representatives, the Committee
21
on Energy and Commerce of the House of Representa-
22
tives, and the Committee on Commerce, Science, and
23
Transportation of the Senate a report containing the re-
24
sults of the study required under subsection (a).
