SHORT TITLE. 1 This Act may be cited as the ‘‘Honoring Abbas Fam- 2 ily Legacy to Terminate Drunk Driving Act’’ or the 3 ‘‘HALT Drunk Driving Act’’. 4 SEC. 2. ADVANCED ALCOHOL DETECTION DEVICES. 5 (a) IN GENERAL.—Not later than September 30, 6 2024, the Secretary of Transportation shall prescribe a 7 motor vehicle safety standard under chapter 301 of title 8 49, United States Code, that requires motor vehicles pro- 9 duced after the effective date of such standard to be 10 equipped with an advanced alcohol detection device that— 11 (1) determines the blood alcohol concentration 12 of the operator of the vehicle; and 13 (2) if the blood alcohol concentration deter- 14 mined by the device is equal to or greater than the 15 blood alcohol concentration specified in section 16 163(a) of title 23, United States Code, prevents the 17 vehicle from being operated. 18 (b) DEVELOPMENT.—The Secretary of Transpor- 19 tation shall work directly with motor vehicle manufactur- 20 ers, suppliers, and other interested parties, including uni- 21 versities with expertise in automotive engineering, to— 22 (1) accelerate the development of the advanced 23 alcohol detection devices described in subsection (a); 24 VerDate Sep 11 2014 01:15 Sep 18, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H4354.IH H4354 kjohnson on DSK79L0C42 with BILLS 3 •HR 4354 IH (2) ensure the integration of such devices into 1 motor vehicles available for sale at the earliest prac- 2 tical date; and 3 (3) ensure the creation of market demand for 4 such devices. 5 (c) FLEET DEMONSTRATION.— 6 (1) IN GENERAL.—Not later than September 7 30, 2022, the Administrator of the National High- 8 way Traffic Safety Administration shall enter into 9 an agreement with the Administrator of General 10 Services to carry out a program to equip the ad- 11 vanced alcohol detection devices described in sub- 12 section (a) on not less than 1,500 covered fleet vehi- 13 cles (as defined in section 241 of the Clean Air Act 14 (42 U.S.C. 7581)) owned or operated by an agency, 15 department, or instrumentality of the United States. 16 (2) REQUIREMENT.—In carrying out paragraph 17 (1), the Administrator of the National Highway 18 Traffic Safety Administration shall ensure that fleet 19 vehicles— 20 (A) are driven not less than 3 days per 21 week; and 22 (B) are located in various regions in the 23 United States. 24 VerDate Sep 11 2014 01:15 Sep 18, 2019 Jkt 089200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H4354.IH H4354 kjohnson on DSK79L0C42 with BILLS 4 •HR 4354 IH (3) AUTHORIZATION OF APPROPRIATIONS.— 1 There are authorized to be appropriated 2 $25,000,000 to carry out this subsection. 3 (d) DEFINITIONS.—In this section, the terms ‘‘motor 4 vehicle’’ and ‘‘motor vehicle safety standard’’ have the 5 meanings given such terms in section 30102 of title 49, 6 United States Code. 7 Æ VerDate Sep 11 2014 01:15 Sep 18, 2019 Jkt 089200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6301 E:\BILLS\H4354.IH H4354 kjohnson on DSK79L0C42 with BILLS
