A BILL
To direct the Secretary of Education to conduct a study
on the feasibility of a single certification for certain
programs under the Higher Education Act of 1965.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘RETAIN Teachers
4
Act’’ or the ‘‘Reducing Extra Teaching Authentication Im-
5
pacting New Teachers Act’’.

SEC. 2. STUDY AND REPORT ON SINGLE CERTIFICATION

FORM.

(a) STUDY.—Not later than 1 year after the date of
3
the enactment of this Act, the Secretary of Education
4
shall conduct a study on the feasibility of developing a sin-
5
gle certification form that borrowers may use to electroni-
6
cally submit information with respect to—
7
(1) TEACH Grants under subpart 9 of part A
8
of title IV of the Higher Education Act of 1965 (20
9
U.S.C. 1070g et seq.);
10
(2) loan forgiveness under section 428J of the
11
Higher Education Act of 1965 (20 U.S.C. 1078–
12
10);
13
(3) loan cancellation under section 460 of the
14
Higher Education Act of 1965 (20 U.S.C. 1087j);
15
and
16
(4) public service loan forgiveness under section
17
455(m) of the Higher Education Act of 1965 (20
18
U.S.C. 1087e(m)).

(b) REPORT.—Not later than 1 year after the date
20
of the enactment of this Act, the Secretary of Education
21
shall submit a report to Congress that includes—
22
(1) the results of the study required under sub-
23
section (a); and
24
(2) recommendations with respect to using a
25
single certification form that borrowers may use to
