Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. AUTHORITY OF DEPARTMENT OF DEFENSE TO CON- 1 SOLIDATE INFRASTRUCTURE DISTRIBUTION 2 CENTERS TO IMPROVE EFFECTIVENESS AND 3 EFFICIENCY OF SUPPLY CHAIN AND INVEN- 4 TORY MANAGEMENT. 5 (a) IN GENERAL.—The Secretary of Defense may 6 consolidate infrastructure, including warehouses, at the 7 distribution centers of the Department of Defense to im- 8 prove the effectiveness and efficiency of the supply chain 9 and inventory management of the Department to support 10 the needs of the Armed Forces and reduce costs. 11 (b) PLAN.— 12 (1) IN GENERAL.—Not later than 60 days be- 13 fore implementing any consolidation under sub- 14 section (a), the Secretary shall submit to Congress 15 a plan for such consolidation. 16 (2) ELEMENTS.—Any plan submitted under 17 paragraph (1) with respect to consolidation under 18 subsection (a) shall include the following: 19 (A) An estimate of the cost savings of such 20 consolidation. 21 (B) An itemized description of how such 22 cost savings are expected to be spent. 23 (C) A list of the specific facilities that will 24 be subject to closure or disposal under such 25 consolidation. 26 VerDate Sep 11 2014 18:21 Sep 19, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S2487.IS S2487 kjohnson on DSK79L0C42 with BILLS 3 •S 2487 IS (D) With respect to each facility subject to 1 closure or disposal under such consolidation, an 2 explanation of how the closure or disposal of 3 the facility will increase the efficiency or en- 4 hance the functioning of the supply chain of the 5 Department. 6 (E) A certification that the overall effec- 7 tiveness of the supply chain of the Department 8 will not be compromised or hindered by such 9 consolidation. 10 Æ VerDate Sep 11 2014 18:21 Sep 19, 2019 Jkt 089200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\S2487.IS S2487 kjohnson on DSK79L0C42 with BILLS
