For the relief of Gualterio Lazaro Santos Santos.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

1.
PERMANENT
RESIDENT
STATUS
FOR

GUALTERIO LAZARO SANTOS SANTOS.

(a) IN GENERAL.—Notwithstanding subsections (a)
5
and (b) of section 201 of the Immigration and Nationality
6
Act, Gualterio Lazaro Santos Santos shall be eligible for
7
issuance of an immigrant visa or for adjustment of status
8
to that of an alien lawfully admitted for permanent resi-
9
dence upon filing an application for issuance of an immi-
10
grant visa under section 204 of such Act or for adjustment
11
of status to lawful permanent resident.

(b) ADJUSTMENT OF STATUS.—If Gualterio Lazaro
1
Santos Santos enters the United States before the filing
2
deadline specified in subsection (d), he shall be considered
3
to have entered and remained lawfully and shall, if other-
4
wise eligible, be eligible for adjustment of status under
5
section 245 of the Immigration and Nationality Act as of
6
the date of the enactment of this Act.

(c) WAIVER OF GROUNDS FOR REMOVAL OR DENIAL
8
OF ADMISSION.—
9
(1) IN
GENERAL.—Notwithstanding sections
10
212(a) and 237(a) of the Immigration and Nation-
11
ality Act, Gualterio Lazaro Santos Santos may not
12
be removed from the United States, denied admis-
13
sion to the United States, or considered ineligible for
14
lawful permanent residence in the United States by
15
reason of any ground for removal or denial of admis-
16
sion that is reflected in the records of the Depart-
17
ment of Homeland Security or the Visa Office of the
18
Department of State on the date of the enactment
19
of this Act.

(2) RESCISSION OF OUTSTANDING ORDER OF
21
REMOVAL.—The Secretary of Homeland Security
22
shall rescind any outstanding order of removal or de-
23
portation, or any finding of inadmissibility or de-
24
portability, that has been entered against Gualterio

scribed in paragraph (1).

(d) DEADLINE FOR APPLICATION AND PAYMENT OF
3
FEES.—Subsections (a) and (b) shall apply only if the ap-
4
plication for issuance of an immigrant visa or the applica-
5
tion for adjustment of status is filed with appropriate fees
6
within 2 years after the date of the enactment of this Act.

(e) REDUCTION
OF IMMIGRANT VISA NUMBER.—
8
Upon the granting of an immigrant visa or permanent res-
9
idence to Gualterio Lazaro Santos Santos, the Secretary
10
of State shall instruct the proper officer to reduce by 1,
11
during the current or next following fiscal year, the total
12
number of immigrant visas that are made available to na-
13
tives of the country of the alien’s birth under section
14
203(a) of the Immigration and Nationality Act or, if appli-
15
cable, the total number of immigrant visas that are made
16
available to natives of the country of the alien’s birth
17
under section 202(e) of such Act.
