CHP TECHNICAL ASSISTANCE PARTNERSHIP PRO- 1 GRAM. 2 (a) IN GENERAL.—Section 375 of the Energy Policy 3 and Conservation Act (42 U.S.C. 6345) is amended to 4 read as follows: 5 ‘‘SEC. 375. CHP TECHNICAL ASSISTANCE PARTNERSHIP 6 PROGRAM. 7 ‘‘(a) RENAMING.— 8 ‘‘(1) IN GENERAL.—The Clean Energy Applica- 9 tion Centers of the Department of Energy are redes- 10 ignated as the CHP Technical Assistance Partner- 11 ship Program (referred to in this section as the 12 ‘Program’). 13 ‘‘(2) PROGRAM DESCRIPTION.—The Program 14 shall consist of— 15 ‘‘(A) the 10 regional CHP Technical As- 16 sistance Partnerships in existence on the date 17 of enactment of the CHP Support Act of 2019; 18 ‘‘(B) any other regional CHP Technical 19 Assistance Partnerships as the Secretary may 20 establish; and 21 ‘‘(C) any supporting technical activities 22 under the Technical Partnership Program of 23 the Advanced Manufacturing Office of the De- 24 partment of Energy. 25 VerDate Sep 11 2014 04:23 Dec 18, 2019 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S2425.RS S2425 jbell on DSKJLSW7X2PROD with BILLS 3 •S 2425 RS ‘‘(3) REFERENCES.—Any reference in any law, 1 rule, regulation, or publication to a Combined Heat 2 and Power Application Center or a Clean Energy 3 Application Center shall be deemed to be a reference 4 to the Program. 5 ‘‘(b) CHP TECHNICAL ASSISTANCE PARTNERSHIP 6 PROGRAM.— 7 ‘‘(1) IN GENERAL.—The Program shall— 8 ‘‘(A) operate programs to encourage de- 9 ployment of combined heat and power, waste 10 heat to power, and efficient district energy (col- 11 lectively referred to in this subsection as ‘CHP’) 12 technologies by providing education and out- 13 reach— 14 ‘‘(i) to building, industrial, and elec- 15 tric and natural gas utility professionals; 16 ‘‘(ii) to State and local policymakers; 17 and 18 ‘‘(iii) to other individuals and organi- 19 zations with an interest in efficient energy 20 use, local or opportunity fuel use, resil- 21 iency, energy security, microgrids, and dis- 22 trict energy; and 23 ‘‘(B) provide project-specific support to 24 building and industrial professionals through 25 VerDate Sep 11 2014 04:23 Dec 18, 2019 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S2425.RS S2425 jbell on DSKJLSW7X2PROD with BILLS 4 •S 2425 RS economic and engineering assessments and ad- 1 visory activities. 2 ‘‘(2) FUNDING FOR CERTAIN ACTIVITIES.— 3 ‘‘(A) IN GENERAL.—The Program shall 4 make funds available to institutions of higher 5 education, research centers, and other appro- 6 priate institutions to ensure the continued oper- 7 ation and effectiveness of regional CHP Tech- 8 nical Assistance Partnerships. 9 ‘‘(B) USE OF FUNDS.—Funds made avail- 10 able under subparagraph (A) may be used— 11 ‘‘(i) to research, develop, and dis- 12 tribute informational materials relevant to 13 manufacturers, commercial buildings, insti- 14 tutional facilities, and Federal sites; 15 ‘‘(ii) to support the mission goals of 16 the Department of Defense relating to 17 CHP and microgrid technologies; 18 ‘‘(iii) to continuously maintain and 19 update— 20 ‘‘(I) the CHP installation data- 21 base; and 2 ‘‘(IV) CHP Technical Assistance 3 Partnerships websites; 4 ‘‘(iv) to research, develop, and con- 5 duct target market workshops, reports, 6 seminars, internet programs, CHP resil- 7 iency resources, and other activities to pro- 8 vide education to end users, regulators, 9 and stakeholders in a manner that leads to 10 the deployment of CHP technologies; 11 ‘‘(v) to provide or coordinate onsite 12 assessments for sites and enterprises that 13 may consider deployment of CHP tech- 14 nology; 15 ‘‘(vi) to perform market research to 16 identify high-profile candidates for deploy- 17 ment of CHP technologies, hybrid renew- 18 able-CHP technologies, microgrids, and 19 clean energy; 1 and 2 ‘‘(ix) to assist companies and organi- 3 zations with field validation and perform- 4 ance evaluations of CHP and other clean 5 energy technologies implemented. 6 ‘‘(C) DURATION.—The Program shall 7 make funds available under subparagraph (A) 8 for a period of 5 years. 9 ‘‘(c) AUTHORIZATION OF APPROPRIATIONS.—There 10 is authorized to be appropriated to carry out this section 11 $12,000,000 for each of fiscal years 2020 through 2024.’’. 12 (b) CONFORMING AMENDMENT.—Section 372(g) of 13 the Energy Policy and Conservation Act (42 U.S.C. 14 6342(g)) is amended by striking ‘‘Clean Energy Applica- 15 tions Center operated by the Secretary of Energy’’ and 16 inserting ‘‘regional CHP Technical Assistance Partner- 17 ships’’. 18 (c) CLERICAL AMENDMENT.—The table of contents 19 of the Energy Policy and Conservation Act (Public Law 20 94–163; 89 Stat. 872; 92 Stat. 3272) is amended by strik- 21 ing the item relating to section 375 and inserting the fol- 22 lowing: 23 ‘‘Sec. 375. CHP Technical Assistance Partnership Program.’’.
