A BILL
To provide that certain guidance related to the citizenship
of children of Federal employees and members of the
Armed Forces shall have no force or effect, and for
other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Protecting Children
4
of Public Servants and Service Members Abroad Act of
5
2019’’.

SEC. 2. NULLIFYING GUIDANCE.

The policy guidance entitled ‘‘Defining ‘Residence’ in

Statutory Provisions Related to Citizenship’’ issued by the
3
U.S. Citizenship and Immigration Services on August 28,
4
2019, or any other substantially similar policy guidance,
5
memorandum, or action by the U.S. Citizenship and Im-
6
migration Services shall have no force or effect.
