To make Ecuador eligible for designation as a beneficiary
country under the Caribbean Basin Economic Recovery Act.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Innovation and Devel-
4
opment in Ecuador Act of 2023’’.

Section 212(b) of the Caribbean Basin Economic Re-

covery Act (19 U.S.C. 2702(b)) is amended by inserting

after ‘‘Dominica’’ the following new item:

‘‘Ecuador’’.
