following bill; which was referred to the Committee on Oversight and Reform
A BILL
To amend section 4712 of title 41, United States Code,
to clarify the inclusion of subcontractors and subgrantees
for whistleblower protection.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Whistleblower Expan-
4
sion Act of 2019’’.
5
SEC. 2. CLARIFICATION OF WHISTLEBLOWER PROTECTION
6
FOR SUBCONTRACTORS AND SUBGRANTEES.

(a) AMENDMENTS.—Section 4712 of title 41, United
8
States Code, is amended—

(1) in subsection (a), by striking ‘‘or grantee’’

each place it appears and inserting ‘‘grantee, or sub-

grantee’’;

(2) in subsection (b)(1), by striking ‘‘contractor

or grantee’’ and inserting ‘‘contractor, subcon-

tractor, grantee, or subgrantee’’;

(3) in subsection (c), by striking ‘‘contractor or

grantee’’ each place it appears and inserting ‘‘con-
8
tractor, subcontractor, grantee, or subgrantee’’;
9
(4) in subsection (d), by striking ‘‘subcontrac-
10
tors, and grantees’’ and inserting ‘‘subcontractors
11
(at any tier), grantees, and subgrantees (at any
12
tier)’’;

(5) in subsection (f), by striking ‘‘or grantee’’
14
each place it appears and inserting ‘‘grantee, or sub-
15
grantee’’;

(6) by inserting ‘‘(at any tier)’’ after ‘‘subcon-
17
tractor’’; and
18
(7) by inserting ‘‘(at any tier)’’ after ‘‘sub-
19
grantee’’.

(b) EFFECTIVE DATE.—The amendments made by
21
this Act shall apply as though enacted with Public Law
22
114–261 on December 14, 2016.
