To withdraw normal trade relations treatment from products
of the People’s Republic of China, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Ending Normal Trade
4
Relations with China Act of 2023’’.

SEC. 2. WITHDRAWAL OF NORMAL TRADE RELATIONS

TREATMENT FROM THE PEOPLE’S REPUBLIC
7
OF CHINA.

Notwithstanding title I of Public Law 106–286 (114
9
Stat. 880) or any other provision of law, effective on the

date that is 2 years after the date of the enactment of
1
this Act—
2
(1) normal trade relations treatment shall not
3
apply pursuant to section 101 of that Act to the
4
products of the People’s Republic of China;
5
(2) normal trade relations treatment may not
6
thereafter be extended to the products of the Peo-
7
ple’s Republic of China under the provisions of chap-
8
ter 1 of title IV of the Trade Act of 1974 (19 U.S.C.
9
2431 et seq.);
10
(3) the rates of duty set forth in column 2 of
11
the Harmonized Tariff Schedule of the United
12
States shall apply to all products of the People’s Re-
13
public of China; and
14
(4) the President may proclaim increases in the
15
rates of duty applicable to products of the People’s
16
Republic of China to rates that are higher than the
17
rates described in paragraph (3).
