Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Cahokia Mounds Mis- 4 sissippian Culture National Historical Park Act’’. 5 SEC. 2. CAHOKIA MOUNDS MISSISSIPPIAN CULTURE NA- 6 TIONAL HISTORICAL PARK, ILLINOIS AND 7 MISSOURI. 8 (a) DEFINITIONS.—In this section: 9 VerDate Sep 11 2014 23:31 Aug 06, 2019 Jkt 089200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\S2340.IS S2340 kjohnson on DSK79L0C42 with BILLS 2 •S 2340 IS (1) HISTORICAL PARK.—The term ‘‘historical 1 park’’ means the Cahokia Mounds Mississippian 2 Culture National Historical Park established by sub- 3 section (b). 4 (2) MAP.—The term ‘‘map’’ means the map en- 5 titled ‘‘Cahokia Mounds Mississippian Culture Na- 6 tional Historical Park, Boundary’’, numbered 7 CMMC–NHP–107, and dated 05–31–2019. 8 (3) SECRETARY.—The term ‘‘Secretary’’ means 9 the Secretary of the Interior. 10 (4) STATES.—The term ‘‘States’’ means the 11 States of Illinois and Missouri. 12 (b) ESTABLISHMENT.— 13 (1) IN GENERAL.—Subject to paragraph (2), in 14 order to preserve and interpret for the benefit of 15 present and future generations the historical, cul- 16 tural, and natural resources associated with the life 17 of the Mississippian Culture, there is established, as 18 a unit of the National Park System, the Cahokia 19 Mounds Mississippian Culture National Historical 20 Park in— 21 (A) Collinsville, Illinois; 22 (B) Monroe, Madison, and St. Clair Coun- 23 ties, Illinois; and 24 (C) St. Louis City County, Missouri. 25 VerDate Sep 11 2014 23:31 Aug 06, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S2340.IS S2340 kjohnson on DSK79L0C42 with BILLS 3 •S 2340 IS (2) DETERMINATION BY SECRETARY.—The his- 1 torical park shall not be established until the date on 2 which the Secretary determines that a sufficient 3 quantity of land, or interests in land, has been ac- 4 quired in accordance with subsection (d) to con- 5 stitute a manageable unit. 6 (3) AVAILABILITY OF MAP.—The map shall be 7 on file and available for public inspection in the ap- 8 propriate offices of the National Park Service. 9 (c) BOUNDARY.—The boundary of the historical park 10 shall be the boundary as depicted on the map. 11 (d) LAND ACQUISITION.— 12 (1) IN GENERAL.—Subject to paragraph (2), 13 the Secretary may acquire land and interests in land 14 within the boundary of the historical park by— 15 (A) donation; 16 (B) purchase from a willing seller with do- 17 nated or appropriated funds; or 18 (C) exchange. 19 (2) LIMITATION.—Any land owned by the 20 States or a political subdivision of 1 of the States 21 may be acquired only by donation. 22 (3) NOTICE.—Not later than 30 days after the 23 date on which the Secretary acquires sufficient land 24 under this subsection to achieve compliance with 25 VerDate Sep 11 2014 23:31 Aug 06, 2019 Jkt 089200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S2340.IS S2340 kjohnson on DSK79L0C42 with BILLS 4 •S 2340 IS subsection (b)(2), the Secretary shall publish in the 1 Federal Register a notice of the establishment of the 2 historical park. 3 (e) ADMINISTRATION.— 4 (1) IN GENERAL.—The Secretary shall admin- 5 ister the historical park in accordance with— 6 (A) this section; and 7 (B) the laws generally applicable to units 8 of the National Park System, including— 9 (i) sections 100101(a), 100751(a), 10 100752, 100753, and 102101 of title 54, 11 United States Code; and 12 (ii) chapters 1003 and 3201 of title 13 54, United States Code. 14 (2) COOPERATIVE AGREEMENTS.— 15 (A) IN GENERAL.—The Secretary may 16 enter into cooperative agreements with the 17 States and political subdivisions of the States, 18 institutions of higher education, nonprofit orga- 19 nizations, Indian Tribes, and individuals— 20 (i) to identify, interpret, and restore 21 nationally significant historical or cultural 22 and natural resources relating to the life of 23 the Mississippian Culture within the 24 boundaries of the historical park, subject 25 VerDate Sep 11 2014 23:31 Aug 06, 2019 Jkt 089200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\S2340.IS S2340 kjohnson on DSK79L0C42 with BILLS 5 •S 2340 IS to the condition that such an agreement 1 shall provide for reasonable public access; 2 and 3 (ii) to conduct research relating to the 4 Mississippian Culture. 5 (B) COST-SHARING.— 6 (i) FEDERAL SHARE.—The Federal 7 share of the total cost of any activity car- 8 ried out under this paragraph shall be not 9 more than 50 percent. 10 (ii) FORM OF NON-FEDERAL 11 SHARE.—The non-Federal share of the 12 cost of carrying out an activity under this 13 paragraph may be in the form of— 14 (I) in-kind contributions; or 15 (II) goods or services fairly val- 16 ued. 17 (f) GENERAL MANAGEMENT PLAN.— 18 (1) IN GENERAL.—Not later than 3 years after 19 the date on which funds are made available to carry 20 out this section, the Secretary shall prepare a gen- 21 eral management plan for the historical park in ac- 22 cordance with section 100502 of title 54, United 23 States Code. 24 VerDate Sep 11 2014 23:31 Aug 06, 2019 Jkt 089200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6201 E:\BILLS\S2340.IS S2340 kjohnson on DSK79L0C42 with BILLS 6 •S 2340 IS (2) CONSULTATION.—In preparing the general 1 management plan under paragraph (1), the Sec- 2 retary shall consult with— 3 (A) the States and appropriate political 4 subdivisions of the States; 5 (B) institutions of higher education; 6 (C) nonprofit organizations; 7 (D) Indian Tribes; and 8 (E) other affected individuals and entities, 9 including— 10 (i) the Illinois Department of Natural 11 Resources;
