To authorize the Transatlantic Legislators’ Dialogue (United
States-European Union Interparliamentary Group), and
for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Transatlantic Legisla-
4
tors’ Dialogue Enhancement Act’’.
5
SEC. 2. TRANSATLANTIC LEGISLATORS’ DIALOGUE (UNITED

STATES-EUROPEAN

(a) ESTABLISHMENT AND MEETINGS.—

(1) IN GENERAL.—Not to exceed 24 Members
1
of Congress shall be appointed to meet not less than
2
twice annually with representatives of the European
3
Parliament for discussions of common problems in
4
the interest of relations between the United States
5
and the European Union.
6
(2) REFERENCE.—The Members of Congress
7
appointed pursuant to paragraph (1) shall be re-
8
ferred to as the ‘‘United States Delegation’’ of the
9
Transatlantic Legislators’ Dialogue (United States-
10
European Union Interparliamentary Group).

(b) APPOINTMENT AND MEMBERS.—Of the Members
12
of Congress appointed for purposes of this section—
13
(1) half shall be appointed by the Speaker of
14
the House of Representatives, in consultation with
15
the minority leader of the House, from among Mem-
16
bers of the House (not less than 4 of whom shall be
17
members of the Committee on Foreign Affairs); and
18
(2) half shall be appointed by the President Pro
19
Tempore of the Senate, upon recommendations of
20
the majority and minority leaders of the Senate,
21
from among Members of the Senate (not less than
22
4 of whom shall be members of the Committee on
23
Foreign Relations) unless the majority and minority
24
leaders of the Senate determine otherwise.

(c) CHAIRPERSON AND RANKING MEMBER.—
1
(1) HOUSE.—The Chair and Vice Chair of the
2
House Group shall be designated by the Speaker of
3
the House of Representatives, in consultation with
4
the minority leader of the House.
5
(2) SENATE.—The President Pro Tempore of
6
the Senate shall designate the Chair or Vice Chair
7
of the Senate group of the United States Delegation.
8
(d) REPORT.—The United States group shall submit
9
to the Congress a report for each fiscal year for which
10
an appropriation is made for the United States Delega-
11
tion, which shall include its expenditures under such ap-
12
propriation.
