Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. ESTABLISHMENT OF THE FEDERAL ADVISORY COM- 1 MITTEE ON THE USABILITY OF REALITY 2 TECHNOLOGIES WITHIN THE FEDERAL GOV- 3 ERNMENT. 4 (a) IN GENERAL.—Not later than 120 days after the 5 date of the enactment of this Act, the Administrator of 6 General Services (referred to in this Act as the ‘‘Adminis- 7 trator’’), in coordination with the Director of the National 8 Institute of Standards and Technology, shall establish an 9 advisory committee to be known as the Federal Advisory 10 Committee on the Usability of Reality Technologies With- 11 in the Federal Government (referred to in this Act as the 12 ‘‘Advisory Committee’’). 13 (b) DUTIES AND ADVICE.—The Advisory Committee 14 shall— 15 (1) promote the importance of reality tech- 16 nology as a form of professional development for 17 Federal workers; 18 (2) make recommendations and promulgate best 19 practices to the Administrator with respect to reality 20 technology; 21 (3) coordinate information sharing between 22 Federal agencies with respect to the implementation 23 of such best practices; 24 (4) develop a definition suitable for use in legis- 25 lation for reality technology that shall include mixed 26 VerDate Sep 11 2014 02:13 Aug 15, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H4103.IH H4103 kjohnson on DSK79L0C42 with BILLS 3 •HR 4103 IH reality technology, augmented reality technology, 1 and virtual reality technology; and 2 (5) assess whether— 3 (A) to create a professional development 4 program to provide for the professional develop- 5 ment of Federal workers using reality tech- 6 nology; 7 (B) to provide technical assistance for re- 8 ality technology; 9 (C) to host workshops for Federal agencies 10 with respect to reality technology training; and 11 (D) to ensure annual training on reality 12 technology usage for human resources depart- 13 ments at Federal agencies. 14 (c) MEMBERSHIP.— 15 (1) VOTING MEMBERS.—The Administrator 16 shall appoint the following voting members to the 17 Advisory Committee: 18 (A) Three members who are non-govern- 19 mental experts on reality technology, includ- 20 ing— 21 (i) an expert who works in the reality 22 technology industry; and 23 (ii) an expert who works in academia. 24 VerDate Sep 11 2014 02:13 Aug 15, 2019 Jkt 089200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H4103.IH H4103 kjohnson on DSK79L0C42 with BILLS 4 •HR 4103 IH (B) Two members who are employees of 1 the General Services Administration. 2 (C) Two members who are employees of 3 the National Institute of Standards and Tech- 4 nology. 5 (D) One employee of the Office of Per- 6 sonnel Management. 7 (E) The chair of the Advisory Committee. 8 (2) CHAIR.—The Advisory Committee shall be 9 chaired by the Administrator or the Administrator’s 10 designee. 11 (3) NONVOTING MEMBERS.—The Administrator 12 shall appoint nonvoting members to the Advisory 13 Committee, which shall include officers or employees 14 from the following: 15 (A) The Department of Defense. 16 (B) The Department of Education. 17 (C) The Department of Labor. 18 (D) The Department of Transportation. 19 (E) The National Science Foundation. 20 (F) The National Science and Technology 21 Council. 22 (G) An element of the intelligence commu- 23 nity. 24 VerDate Sep 11 2014 02:13 Aug 15, 2019 Jkt 089200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H4103.IH H4103 kjohnson on DSK79L0C42 with BILLS 5 •HR 4103 IH (d) REPORTS TO CONGRESS.—The Advisory Com- 1 mittee shall— 2 (1) not later than 120 days after the date of 3 the enactment of this Act, submit to the Committee 4 on Oversight and Reform of the House of Represent- 5 atives and the Committee on Homeland Security and 6 Governmental Affairs of the Senate a report on the 7 establishment of the Advisory Committee; and 8 (2) not later than 540 days after the date of 9 the enactment of this Act, submit to the General 10 Services Administration, the National Institute of 11 Standards and Technology, the Committee on Over- 12 sight and Reform of the House of Representatives, 13 and the Committee on Homeland Security and Gov- 14 ernmental Affairs of the Senate a report on any rec- 15 ommendations of the Advisory Committee under 16 subsection (b). 17 (e) LIMITATION ON COMPENSATION; MEETINGS.— 18 The members of the Advisory Committee may not be paid 19 any compensation for serving on the Advisory Committee, 20 including reimbursements for travel expenses.
