TEMPORARY FLIGHT RESTRICTIONS FOR OUTDOOR 1 MUSIC FESTIVALS. 2 (a) IN GENERAL.—Not later than 1 year after the 3 date of the enactment of this Act, the Administrator of 4 the Federal Aviation Administration shall issue or revise 5 regulations to ensure that the Federal Aviation Adminis- 6 tration issues a Notice to Airmen designating an area of 7 airspace in which a temporary flight restriction applies 8 when the Administrator determines that a temporary 9 flight restriction is necessary to protect persons or prop- 10 erty on the surface or in the air, to maintain air safety 11 and efficiency, or to prevent the unsafe congestion of air- 12 craft in the vicinity of an outdoor music festival with a 13 paid attendance of not fewer than 30,000 people per day. 14 (b) RELATIONSHIP TO EXISTING REGULATIONS.—In 15 issuing regulations under subsection (a), the Adminis- 16 trator, to the extent practicable, shall treat an outdoor 17 music festival in the same manner as an aerial demonstra- 18 tion or major sporting event is treated under section 19 91.145 of title 14, Code of Federal Regulations. 20 Æ VerDate Sep 11 2014 04:02 Aug 14, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6301 E:\BILLS\H4060.IH H4060 kjohnson on DSK79L0C42 with BILLS
