A BILL
To require the Corps of Engineers to carry out an assess-
ment of the resiliency of the Great Lakes coastline, and
for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Great Lakes Coastal
4
Resiliency Act of 2019’’.

SEC. 2. GREAT LAKES COASTAL RESILIENCY STUDY.

(a) STUDY.—The Secretary shall carry out an assess-
2
ment, under section 729 of the Water Resources Develop-
3
ment Act of 1986 (33 U.S.C. 2267a), of the resiliency of
4
the Great Lakes coastline, with a focus on—
5
(1) areas specifically vulnerable to rising water
6
levels and severe weather; and
7
(2) lake conditions that contribute to coastal
8
erosion, sustained flooding, and damage to critical
9
infrastructure and residential and commercial prop-
10
erties.

(b) CONSULTATION.—The Secretary shall consult
12
with the Director of the Office of Management and Budget
13
in determining the scope of the assessment under sub-
14
section (a).
15
(c) REPORT.—Not later than 3 years after the date
16
of enactment of this section, the Secretary shall submit
17
to Congress a report containing—
18
(1) the results of the assessment carried out
19
under subsection (a); and
20
(2) any recommendations resulting from such
21
assessment, which shall—
22
(A) take into account watershed sediment
23
loading; and

(d) DEFINITIONS.—In this section:
4
(1) GREAT
LAKES
COASTLINE.—The term
5
‘‘Great Lakes coastline’’ means the shoreline along
6
the five Great Lakes and their connecting channels
7
in the states of Illinois, Indiana, Michigan, Min-
8
nesota, New York, Ohio, Pennsylvania, and Wis-
9
consin.
10
(2) SECRETARY.—The term ‘‘Secretary’’ means
11
the Secretary of the Army, acting through the Chief
12
of Engineers.
