which was referred to the Committee on Ways and Means
A BILL
To deem officers and employees of the United States Govern-
ment excepted from furlough during a Government shut-
down in fiscal year 2020 to be eligible for unemployment
compensation, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. ELIGIBILITY FOR UNEMPLOYMENT COMPENSA-
3
TION DURING FISCAL YEAR 2020 GOVERN-
4
MENT SHUTDOWN.

Notwithstanding any other provision of law, with re-
6
spect to any lapse in discretionary appropriations occur-

ring in fiscal year 2020, any Federal employee (including

a member of the Armed Forces) who is excepted from fur-
2
lough and is working without pay during such a lapse shall
3
be, during such lapse and solely for the purpose of deter-
4
mining eligibility for unemployment compensation, deemed
5
to be separated from Federal service and eligible for un-
6
employment compensation benefits under chapter 85 of
7
title 5, United States Code, with no waiting period for
8
such eligibility to accrue.
