CURRENT SERVICE LEVEL BUDGETING AMEND- 1 MENTS. 2 (a) PRESIDENT’S BUDGET SUBMISSION.—Section 3 1105 of title 31, United States Code, is amended as fol- 4 lows: 5 (1) In subsection (a) by adding at the end the 6 following: 7 ‘‘(40) a list of each program, and the proposed 8 funding level for such program, that will be a one- 9 time expense for the fiscal year for which the budget 10 is submitted. 11 ‘‘(41) in addition to the performance standards 12 requirements of paragraph (28), a proposal, by 13 budget function and agency, for spending reductions 14 in spending for each of the 4 fiscal years after the 15 fiscal year for which the budget is submitted.’’. 16 (2) By adding at the end the following: 17 ‘‘(i)(1) Notwithstanding any other provision of this 18 chapter, with respect to each item in the budget submitted 19 under this section that is being conducted in the current 20 fiscal year, the President shall provide the following: 21 ‘‘(A) The amount appropriated or otherwise 22 made available for such item in such year. 23 ‘‘(B) The amount (if any) of a proposed adjust- 24 ment in the funding level for such item and the jus- 25 tification for such change. 26 VerDate Sep 11 2014 05:12 Aug 14, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H4066.IH H4066 kjohnson on DSK79L0C42 with BILLS 3 •HR 4066 IH ‘‘(2) If the President proposes an adjustment under 1 paragraph (1)(B) that will result in an increase in funding 2 with respect to an item in the budget, the President shall 3 include with such proposal the following: 4 ‘‘(A) The amount of such adjustment which is 5 a result of inflation. 6 ‘‘(B) The amount of such adjustment that is a 7 result of an increase in salaries or benefits for em- 8 ployees.’’. 9 (b) CURRENT PROGRAMS AND ACTIVITIES ESTI- 10 MATES.—Section 1109 of title 31, United States Code, is 11 amended as follows: 12 (1) In subsection (a)— 13 (A) in the first sentence, by striking ‘‘were 14 carried’’ and all that follows through ‘‘change 15 in policy’’ and inserting ‘‘received the same 16 amount of budget authority as provided in the 17 current fiscal year’’; and 18 (B) in the third sentence, by striking ‘‘The 19 President’’ and inserting ‘‘Consistent with the 20 requirements of subsection (c), the President’’. 21 (2) By adding at the end the following: 22 ‘‘(c) With respect to each program listed under sub- 23 section (a), the President shall provide— 24 VerDate Sep 11 2014 05:12 Aug 14, 2019 Jkt 089200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H4066.IH H4066 kjohnson on DSK79L0C42 with BILLS 4 •HR 4066 IH ‘‘(1) the amount appropriated or otherwise 1 made available for such program in the current fis- 2 cal year; and 3 ‘‘(2) a separate amount (if any) of the expected 4 increase in the following fiscal year for such pro- 5 gram due to inflation, pay increases, or benefit in- 6 creases.’’. 7 Æ VerDate Sep 11 2014 05:12 Aug 14, 2019 Jkt 089200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6301 E:\BILLS\H4066.IH H4066 kjohnson on DSK79L0C42 with BILLS
