Mr. KILMER (for himself, Mr. HOLDING, and Mr. GONZALEZ of Ohio) intro-
duced the following bill; which was referred to the Committee on Rules,
and in addition to the Committee on the Budget, for a period to be subse-
quently determined by the Speaker, in each case for consideration of such
provisions as fall within the jurisdiction of the committee concerned

To prohibit the use of premiums paid to the Pension Benefit
Guaranty Corporation as an offset for other Federal
spending.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Pension and Budget
4
Integrity Act of 2019’’.

SEC. 2. PROHIBITION ON THE USE OF PREMIUMS AS AN

OFFSET.

(a) IN GENERAL.—In the Senate and the House of
3
Representatives, for purposes of determining points of
4
order under the Congressional Budget Act of 1974 (2
5
U.S.C. 621 et seq.) or any concurrent resolution on the
6
budget, any provision that increases, or extends the in-
7
crease of, any single-employer pension program premiums
8
payable to the Pension Benefit Guaranty Corporation
9
shall not be counted in estimating the level of budget au-
10
thority, outlays, or revenues—
11
(1) in the Senate, for any bill, joint resolution,
12
amendment, amendment between the Houses, con-
13
ference report, or motion; or
14
(2) in the House of Representatives, for any bill
15
or joint resolution, or amendment thereto or con-
16
ference report thereon.

(b) RULES OF SENATE AND HOUSE OF REPRESENT-
18
ATIVES.—Congress adopts the provisions of this section—
19
(1) as an exercise of the rulemaking power of
20
the Senate and the House of Representatives, re-
21
spectively, and as such is deemed a part of the rules
22
of each House, respectively, and supersede other
23
rules only to the extent that they are inconsistent
24
with such rules; and

(2) with full recognition of the constitutional

right of either House to change the rules (so far as
2
relating to the procedure of that House) at any time,
3
in the same manner, and to the same extent as in
4
the case of any other rule of that House.
