What This Bill Does
This bill requires the Secretary of the Interior to study whether Plum Island in New York should become a national monument. The Secretary must evaluate the island's importance, determine if the federal government should manage it, and explore other ways to protect and preserve it.

What Changes
If this bill becomes law, a formal study of Plum Island will begin. The study must be completed and reported to Congress within 3 years after funding becomes available. The study will determine whether Plum Island should become a national monument managed by the federal government.

"Study area" means the federal property commonly known as Plum Island in New York, including the Orient Point facility and all real property, personal property, and transportation assets that support Plum Island operations and access to it. (Sec. 1(e)(2))

Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,
2
SECTION 1. PLUM ISLAND SPECIAL RESOURCE STUDY.

(a) IN GENERAL.—The Secretary shall conduct a spe-
4
cial resource study of the study area.
5
(b) CONTENTS.—In conducting the study under sub-
6
section (a), the Secretary shall—
7
(1) evaluate the national significance of the
8
study area;
9
(2) determine the suitability and feasibility of
10
designating the study area as a unit administered by
11
the Department of the Interior;
12
(3) consider other alternatives for preservation,
13
protection, and interpretation of the study area by the
14
Federal Government, State or local governmental en-
15
tities, or private and nonprofit organizations;
16
(4) consult with interested Federal agencies,
17
State or local governmental entities, private and non-
18
profit organizations, or any other interested individ-
19
uals; and
20
(5) identify cost estimates for any Federal acqui-
21
sition, development, interpretation, operation, and
22
maintenance associated with the alternatives consid-
23
ered.

(c) APPLICABLE LAW.—The study required under sub-
1
section (a) shall be conducted in accordance with section
2
100507 of title 54, United States Code.
3
(d) REPORT.—Not later than 3 years after the date
4
on which funds are first made available to carry out the
5
study under subsection (a), the Secretary shall submit to
6
the Committee on Energy and Natural Resources of the Sen-
7
ate and the Committee on Natural Resources of the House
8
of Representatives a report that describes—
9
(1) the findings and conclusions of the study;
10
and
11
(2) any recommendations of the Secretary.

(e) DEFINITIONS.—In this section:
13
(1) SECRETARY.—The term ‘‘Secretary’’ means
14
the Secretary of the Interior.
15
(2) STUDY AREA.—The term ‘‘study area’’ means
16
the Federal property commonly known as ‘‘Plum Is-
17
land’’ in the State of New York, including—
18
(A) the Orient Point facility; and
19
(B) all real and personal property and
20
transportation assets that support—
21
(i) Plum Island operations; and
22
(ii) access to Plum Island.
