For the relief of Cesar Carlos Silva Rodriguez.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. PERMANENT RESIDENT STATUS FOR CESAR
3
CARLOS SILVA RODRIGUEZ.
4
(a) IN GENERAL.—Notwithstanding subsections (a)
5
and (b) of section 201 of the Immigration and Nationality
6
Act (8 U.S.C. 1151), Cesar Carlos Silva Rodriguez shall
7
be eligible for the issuance of an immigrant visa or for
8
adjustment of status to that of an alien lawfully admitted
9
for permanent residence upon filing an application for
10
issuance of an immigrant visa under section 204 of that

Act (8 U.S.C. 1154) or for adjustment of status to lawful

permanent resident.

(b) ADJUSTMENT OF STATUS.—If Cesar Carlos Silva
3
Rodriguez enters the United States before the filing dead-
4
line specified in subsection (c), Cesar Carlos Silva Rodri-
5
guez shall be considered to have entered and remained
6
lawfully and shall be eligible for adjustment of status
7
under section 245 of the Immigration and Nationality Act
8
(8 U.S.C. 1255) as of the date of the enactment of this
9
Act.

(c) APPLICATION AND PAYMENT OF FEES.—Sub-
11
sections (a) and (b) shall apply only if the application for
12
issuance of immigrant visas or the application for adjust-
13
ment of status are filed with appropriate fees within two
14
years after the date of the enactment of this Act.

(d) REDUCTION OF IMMIGRANT VISA NUMBERS.—
16
Upon the granting of immigrant visas or permanent resi-
17
dence to Cesar Carlos Silva Rodriguez, the Secretary of
18
State shall instruct the proper officer to reduce by one,
19
during the current or next following fiscal year—
20
(1) the total number of immigrant visas that
21
are made available to natives of the country of birth
22
of Cesar Carlos Silva Rodriguez under section
23
203(a) of the Immigration and Nationality Act (8
24
U.S.C. 1153(a)); or

(2) if applicable, the total number of immigrant

visas that are made available to natives of the coun-
2
try of birth of Cesar Carlos Silva Rodriguez under
3
section 202(e) of that Act (8 U.S.C. 1152(e)).

(e) PAYGO.—The budgetary effects of this Act, for
5
the purpose of complying with the Statutory Pay-As-You-
6
Go Act of 2010, shall be determined by reference to the
7
latest statement titled ‘‘Budgetary Effects of PAYGO
8
Legislation’’ for this Act, submitted for printing in the
9
Congressional Record by the Chairman of the Senate
10
Budget Committee, provided that such statement has been
11
submitted prior to the vote on passage.
