A BILL
To amend the Education Sciences and Reform Act of 2002
to include racial subgroups in IPEDS data, and for
other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Student Data Counts
4
Act of 2019’’.
5
SEC. 2. INCLUSION OF RACIAL SUBGROUPS IN IPEDS DATA.

Section 153(a)(3) of the Education Sciences Reform
7
Act of 2002 (20 U.S.C. 9543(a)(3)) is amended—

(1) by striking ‘‘feasible, information’’ and in-

serting the following: ‘‘feasible—
2
‘‘(A) information’’;
3
(2) by inserting ‘‘and’’ after the semicolon; and
4
(3) by adding at the end the following:

‘‘(B) information from the Integrated
6
Postsecondary Education Data Survey or a suc-
7
cessor system (whichever includes the most re-
8
cent data), that is disaggregated by race in a
9
manner that captures all the racial groups spec-
10
ified in the American Community Survey of the
11
United States Census Bureau;’’.
