Mr. RUBIO (for himself and Mr. SULLIVAN) introduced the following bill;
which was read twice and referred to the Committee on Commerce,
Science, and Transportation
A BILL
To require the Commandant of the Coast Guard to take
certain steps to improve Coast Guard shore infrastruc-
ture, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Coast Guard Shore
4
Infrastructure Improvement Act’’.
5
SEC. 2. SHORE INFRASTRUCTURE.

(a) IN GENERAL.—Not later than December 31,
7
2020, the Commandant of the Coast Guard shall—

(1) develop a plan to standardize Coast Guard
1
facility condition assessments;
2
(2) establish shore infrastructure performance
3
goals, measures, and baselines to track the effective-
4
ness of maintenance and repair investments and pro-
5
vide feedback on progress made;
6
(3) develop a process to routinely align the
7
Coast Guard shore infrastructure portfolio with mis-
8
sion needs, including disposing of unneeded assets;
9
(4) establish guidance for planning boards to
10
document
inputs,
deliberations,
and
project
11
prioritization decisions for infrastructure mainte-
12
nance projects;
13
(5) employ models for Coast Guard infrastruc-
14
ture asset lines for—
15
(A) predicting the outcome of investments
16
in shore infrastructure;
17
(B) analyzing tradeoffs; and
18
(C) optimizing decisions among competing
19
investments;
20
(6) include in congressional budget requests
21
and related reports supporting details on competing
22
project alternatives and report tradeoffs; and
23
(7) explore the development of real property

management expertise in the Coast Guard work-

(b) BRIEFING.—Not later than January 31, 2021,
3
the Commandant of the Coast Guard shall brief the Com-
4
mittee on Commerce, Science, and Transportation of the
5
Senate and the Committee on Transportation and Infra-
6
structure of the House of Representatives with respect to
7
the status of the actions required under subsection (a).
