which was referred to the Committee on Energy and Commerce
A BILL
To amend title XIX of the Social Security Act to increase
under the Medicaid program the minimum monthly per-
sonal needs allowance for institutionalized individuals
and couples, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Personal Needs Allow-
4
ance Modernization Act’’ or the ‘‘PNA Modernization
5
Act’’.

LOWANCE FOR INSTITUTIONALIZED INDIVID-

UALS AND COUPLES.

Section 1902(q)(2) of the Social Security Act (42
5
U.S.C. 1396a(q)(2)) is amended—
6
(1) by inserting after ‘‘$30’’ the following: ‘‘(or,
7
beginning January 1, 2020, $60)’’;
8
(2) by inserting after ‘‘and $60’’ the following:
9
‘‘(or, beginning January 1, 2020, $120)’’; and
10
(3) by adding at the end the following new sen-
11
tence: ‘‘Whenever benefit amounts under title II of
12
the Social Security Act are increased by any per-
13
centage effective with a month after November 2020
14
as a result of a determination made under section
15
215(i) of such Act, each of the dollar amounts in ef-
16
fect under the previous sentence for the month be-
17
fore such month shall be increased by the same per-
18
centage.’’.
