AN ACT
To direct the Federal Government to provide assistance and
technical expertise to enhance the representation and
leadership of the United States at international stand-
ards-setting bodies that set standards for equipment,
systems, software, and virtually-defined networks that
support 5th and future generations mobile telecommuni-
cations systems and infrastructure, and for other pur-
poses.

Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,
2
SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Promoting United
4
States International Leadership in 5G Act of 2019’’.
5
SEC. 2. SENSE OF CONGRESS.
6
It is the sense of Congress that—
7
(1) the United States and its allies and part-
8
ners should maintain participation and leadership at
9
international standards-setting bodies for 5th and
10
future generations mobile telecommunications sys-
11
tems and infrastructure;
12
(2) the United States should work with its allies
13
and partners to encourage and facilitate the develop-
14
ment of secure supply chains and networks for 5th
15
and future generations mobile telecommunications
16
systems and infrastructure; and
17
(3) the maintenance of a high standard of secu-
18
rity in telecommunications and cyberspace between
19
the United States and its allies and partners is a na-
20
tional security interest of the United States.

SEC. 3. ENHANCING REPRESENTATION AND LEADERSHIP

INTERNATIONAL

STANDARDS-SETTING BODIES.

(a) IN GENERAL.—The President shall establish an
4
interagency working group to provide assistance and tech-
5
nical expertise to enhance the representation and leader-
6
ship of the United States at international standards-set-
7
ting bodies that set standards for equipment, systems,
8
software, and virtually-defined networks that support 5th
9
and future generations mobile telecommunications systems
10
and infrastructure, such as the International Tele-
11
communication Union and the 3rd Generation Partnership
12
Project. The President shall also work with allies and
13
partners, as well as the private sector, to increase produc-
14
tive engagement.

(b) INTERAGENCY WORKING GROUP.—The inter-
16
agency working group described in subsection (a) shall—
17
(1) be chaired by the Secretary of State or a
18
designee of the Secretary of State; and
19
(2) consist of the head (or designee) of each
20
Federal department or agency the President deter-
21
mines appropriate.

(c) BRIEFING.—
23
(1) IN
GENERAL.—Not later than 180 days
24
after the date of the enactment of this Act, and sub-
25
sequently thereafter as provided in paragraph (2),

the interagency working group described in sub-
1
section (a) shall provide to the Committee on For-
2
eign Affairs of the House of Representatives and the
3
Committee on Foreign Relations of the Senate a
4
briefing that shall include—
5
(A) a strategy to promote United States
6
leadership at international standards-setting
7
bodies for equipment, systems, software, and
8
virtually-defined networks relevant to 5th and
9
future generation mobile telecommunications
10
systems and infrastructure, taking into account
11
the different processes followed by the various
12
international standard-setting bodies;
13
(B) a strategy for diplomatic engagement
14
with allies and partners to share security risk
15
information and findings pertaining to equip-
16
ment that supports or is used in 5th and future
17
generations mobile telecommunications systems
18
and infrastructure and cooperation on miti-
19
gating such risks;
20
(C) a discussion of China’s presence and
21
activities at international standards-setting bod-
22
ies relevant to 5th and future generation mobile
23
telecommunications systems and infrastructure,
24
including information on the differences in the

scope and scale of China’s engagement at such
1
bodies compared to engagement by the United
2
States or its allies and partners and the secu-
3
rity risks raised by Chinese proposals in such
4
standards-setting bodies; and
5
(D) a strategy for engagement with private
6
sector communications and information service
7
providers, equipment developers, academia, fed-
8
erally funded research and development centers,
9
and other private-sector stakeholders to propose
10
and develop secure standards for equipment,
11
systems, software, and virtually-defined net-
12
works that support 5th and future generation
13
mobile telecommunications systems and infra-
14
structure.

(2) SUBSEQUENT
BRIEFINGS.—Upon request
16
by the Committee on Foreign Affairs of the House
17
of Representatives and the Committee on Foreign
18
Relations of the Senate, or as determined appro-
19
priate by the chair of the interagency working group
20
described in subsection (a), the interagency working
21
group shall provide to the Committee on Foreign Af-
22
fairs of the House of Representatives and the Com-
23
mittee on Foreign Relations of the Senate an up-
