Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘DHS Countering Un-
4
manned Aircraft Systems Coordinator Act’’.
5

2.
UNMANNED
AIRCRAFT
SYSTEMS
COUNTER-
6
MEASURES COORDINATOR.

(a) IN GENERAL.—Title III of the Homeland Security
8
Act of 2002 (6 U.S.C. 181 et seq.) is amended by adding
9
at the end the following new section:
10
‘‘SEC. 321. COUNTERING UNMANNED AIRCRAFT SYSTEMS
11
COORDINATOR.
12
‘‘(a) COORDINATOR.—The Secretary shall designate an
13
official of the Department as the Countering Unmanned
14
Aircraft Systems (UAS) Coordinator (in this section re-
15
ferred to as the ‘Coordinator’) to coordinate with relevant
16
Department offices and components, including the Office for
17
Civil Rights and Civil Liberties and the Privacy Office and
18
other relevant Federal agencies, as appropriate, on the de-
19
velopment of policies and plans to counter threats associ-
20
ated with UAS, including the following:
21
‘‘(1) Countering UAS that may be used in a ter-
22
rorist attack.

‘‘(2) Promoting research and development of
24
counter UAS technologies.

‘‘(3) Ensuring the dissemination of information
1
and guidance related to countering UAS threats.
2
‘‘(4) Serving as the Department point of contact
3
for Federal, State, local, and Tribal law enforcement
4
entities and the private sector regarding the Depart-
5
ment’s activities related to countering UAS.
6
‘‘(5) Carrying out other related UAS activities,
7
as directed by the Secretary.

‘‘(b) COORDINATION
WITH
APPLICABLE
FEDERAL
9
LAWS.—The Coordinator shall, in addition to other as-
10
signed duties, coordinate with relevant Department offices
11
and components and other relevant Federal agencies, as ap-
12
propriate, to ensure testing, evaluation, or deployment of
13
a system used to identify, assess, or defeat a UAS is carried
14
out in accordance with applicable Federal laws.

‘‘(c) COORDINATION WITH PRIVATE SECTOR.—The Co-
16
ordinator shall, working with the Office of Partnership and
17
Engagement and other relevant Department offices and
18
components, or other Federal agencies, as appropriate, serve
19
as the principal Department official responsible for dis-
20
seminating to the private sector information regarding
21
counter UAS technology, particularly information regard-
22
ing instances in which counter UAS technology may impact
23
lawful private sector services or systems.’’.

(b) CLERICAL AMENDMENT.—The table of contents in

section 1(b) of the Homeland Security Act of 2002 is

amended by inserting after the item relating to section 320
3
the following new item:

‘‘Sec. 321. Countering Unmanned Aircraft Systems Coordinator.’’.
