To amend the Gulf of Mexico Energy Security Act of 2006,
and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Domestic Offshore En-
4
ergy Reinvestment Act of 2019’’.
5
SEC. 2. AMENDMENTS TO THE GULF OF MEXICO ENERGY
6
SECURITY ACT OF 2006.

(a) IN GENERAL.—Section 105(a) of the Gulf of
8
Mexico Energy Security Act of 2006 (43 U.S.C. 1331
9
note) is amended—

paragraph (E):

‘‘(F) planning, engineering, design, con-
15
struction, operations, and maintenance of one
16
or more projects that are specifically authorized
17
by any other Act for ecosystem restoration, hur-
18
ricane protection, or flood damage prevention.’’;

and
20
(2) in paragraph (2), by striking paragraph (2)
21
and inserting:

‘‘(2) LIMITATION.—Of the amounts received by
23
a Gulf producing State or coastal political subdivi-
24
sion under subsection (b)—

‘‘(A) not more than 3 percent may be used

for the purposes described in paragraph (1)(E);
2
and
3
‘‘(B) not less than 25 percent may be used
4
for the purposes described in paragraph (1)(F),
5
and shall be applied proportionally to the appli-
6
cable Federal and non-Federal share pursuant
7
to such specific project authorization.’’.

(c) IN GENERAL.—Section 105(f) of the Gulf of Mex-
9
ico Energy Security Act of 2006 (43 U.S.C. 1331 note)
10
is amended by striking section 105(f).
