A BILL
To direct the Secretary of Veterans Affairs to carry out
a grant program for veterans to become appraisers for
home loans under chapter 37 of title 38, United States
Code.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Stop Discrimination
4
Against Veteran Home Buyers Act’’.
5
SEC. 2. GRANT PROGRAM FOR APPRAISERS.

(a) GRANT PROGRAM.—The Secretary of Veterans
7
Affairs shall carry out a two-year grant program for vet-

erans to become VA home loan appraisers. The grant pro-

gram shall be known as the ‘‘Veterans Serving Veterans
2
Appraiser Program’’.

(b) ELIGIBLE ENTITIES.—The Secretary may award
4
a grant under subsection (a) to any of the following:
5
(1) A congressionally chartered veterans service
6
organization.
7
(2) A State, local, or Tribal veterans service
8
agency.
9
(3) A nonprofit organization that has histori-
10
cally served veterans housing needs.
11
(4) A nonprofit entity that the Secretary deter-
12
mines has a demonstrated history of community en-
13
gagement.
14
(5) Any other entity the Secretary determines
15
appropriate.

(c) AMOUNT; FREQUENCY.—A grant awarded under
17
subsection (a) may not exceed $500,000. The Secretary
18
may not award more than one grant to a single eligible
19
entity.

(d) USE OF FUNDS.—An entity that is awarded a
21
grant under subsection (a) shall use such grant to estab-
22
lish and carry out training programs for veterans to be-
23
come VA home loan appraisers.

(e) REGULATIONS.—The Secretary shall prescribe
1
regulations to carry out this section, including with respect
2
to the evaluation of applications for grants awarded under
3
subsection (a). Such evaluation shall prioritize eligible en-
4
tities that will use the grant on programs to train veterans
5
who will become VA home loan appraisers in the county
6
in which the veteran resides.
7
(f) REPORT.—Not later than one year after the date
8
on which the grant program under subsection (a) com-
9
mences, the Secretary of Veterans Affairs shall submit to
10
the Committee on Veterans’ Affairs of the Senate and the
11
Committee on Veterans’ Affairs of the House of Rep-
12
resentatives a report on—
13
(1) the number of veterans participating in a
14
training program to become a VA home loan ap-
15
praiser pursuant to such grant program; and
16
(2) the types and locations of the entities that
17
have been awarded a grant.

(g) VA HOME LOAN APPRAISER DEFINED.—In this
19
section, the term ‘‘VA home loan appraiser’’ means an ap-
20
praiser described in section 3731(a)(3) of title 38, United
21
States Code.
