Veteran Small Business Export Promotion Act

Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. PERMANENT LOAN GUARANTEE FEE WAIVERS FOR 1 VETERANS. 2 Section 7(a) of the Small Business Act (15 U.S.C. 3 636(a)) is amended— 4 (1) in paragraph (14)(B)(ii), by adding at the 5 end the following: 6 ‘‘(III) GUARANTEE FEE WAIVER 7 FOR VETERANS.— 8 ‘‘(aa) DEFINITION.—In this 9 subclause, the term ‘veteran or 10 spouse of a veteran’ has the 11 meaning given the term in para- 12 graph (31)(G)(iii). 13 ‘‘(bb) GUARANTEE FEE 14 WAIVER.—The Administrator 15 may not collect a guarantee fee 16 described in paragraph (18) in 17 connection with a loan made 18 under this paragraph, or any suc- 19 cessor to the program established 20 under this paragraph, to a vet- 21 eran or spouse of a veteran on or 22 after October 1 of the first fiscal 23 year beginning after the date of 24 enactment of this subclause. 25 VerDate Sep 11 2014 01:45 Jul 26, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S2189.IS S2189 kjohnson on DSK79L0C42 with BILLS 3 •S 2189 IS ‘‘(cc) EXCEPTION.—If the 1 President’s budget for the up- 2 coming fiscal year, submitted to 3 Congress pursuant to section 4 1105(a) of title 31, United States 5 Code, includes a cost for the pro- 6 gram established under this sub- 7 section that is above zero, the re- 8 quirements of item (bb) shall not 9 apply to loans made during such 10 upcoming fiscal year.’’; 11 (2) in paragraph (16), by adding at the end the 12 following: 13 ‘‘(G) GUARANTEE FEE WAIVER FOR VET- 14 ERANS.— 15 ‘‘(i) DEFINITION.—In this subpara- 16 graph, the term ‘veteran or spouse of a 17 veteran’ has the meaning given the term in 18 paragraph (31)(G)(iii). 19 ‘‘(ii) GUARANTEE FEE WAIVER.—The 20 Administrator may not collect a guarantee 21 fee described in paragraph (18) in connec- 22 tion with a loan made under this para- 23 graph, or any successor to the program es- 24 tablished under this paragraph, to a vet- 25 VerDate Sep 11 2014 01:45 Jul 26, 2019 Jkt 089200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S2189.IS S2189 kjohnson on DSK79L0C42 with BILLS 4 •S 2189 IS eran or spouse of a veteran on or after Oc- 1 tober 1 of the first fiscal year beginning 2 after the date of enactment of this sub- 3 paragraph. 4 ‘‘(iii) EXCEPTION.—If the President’s 5 budget for the upcoming fiscal year, sub- 6 mitted to Congress pursuant to section 7 1105(a) of title 31, United States Code, 8 includes a cost for the program established 9 under this subsection that is above zero, 10 the requirements of clause (ii) shall not 11 apply to loans made during such upcoming 12 fiscal year.’’; and 13 (3) in paragraph (34), by adding at the end the 14 following: 15 ‘‘(D) GUARANTEE FEE WAIVER FOR VET- 16 ERANS.— 17 ‘‘(i) DEFINITION.—In this subpara- 18 graph, the term ‘veteran or spouse of a 19 veteran’ has the meaning given the term in 20 paragraph (31)(G)(iii). 21 ‘‘(ii) GUARANTEE FEE WAIVER.—The 22 Administrator may not collect a guarantee 23 fee described in paragraph (18) in connec- 24 tion with an express loan made under this 25 VerDate Sep 11 2014 01:45 Jul 26, 2019 Jkt 089200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\S2189.IS S2189 kjohnson on DSK79L0C42 with BILLS 5 •S 2189 IS paragraph, or any successor to the pro- 1 gram established under this paragraph, to 2 a veteran or spouse of a veteran on or 3 after October 1 of the first fiscal year be- 4 ginning after the date of enactment of this 5 subparagraph. 6 ‘‘(iii) EXCEPTION.—If the President’s 7 budget for the upcoming fiscal year, sub- 8 mitted to Congress pursuant to section 9 1105(a) of title 31, United States Code, 10 includes a cost for the program established 11 under this subsection that is above zero, 12 the requirements of clause (ii) shall not 13 apply to express loans made during such 14 upcoming fiscal year.’’. 15 Æ VerDate Sep 11 2014 01:45 Jul 26, 2019 Jkt 089200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6301 E:\BILLS\S2189.IS S2189 kjohnson on DSK79L0C42 with BILLS
