A BILL
To direct the Secretary of Defense to carry out a program
to enhance the preparation of students in the Junior
Reserve Officers’ Training Corps for careers in computer
science and cybersecurity, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘JROTC Cyber Train-
4
ing Act’’.

SEC. 2. JROTC COMPUTER SCIENCE AND CYBERSECURITY

PROGRAM.
2
(a) PROGRAM REQUIRED.—
3
(1) IN
GENERAL.—Chapter 102 of title 10,
4
United States Code, is amended by adding at the
5
end the following new section:
6
‘‘§ 2036. Computer science and cybersecurity pro-
7
gram
8
‘‘(a) REQUIREMENT.—The Secretary of Defense shall
9
carry out a program to enhance the preparation of stu-
10
dents in the Junior Reserve Officers’ Training Corps for
11
careers in computer science and cybersecurity.
12
‘‘(b) COORDINATION.—In carrying out the program,
13
the Secretary shall coordinate with the following:
14
‘‘(1) The Secretaries of the military depart-
15
ments.
16
‘‘(2) The Secretary of Education.
17
‘‘(3) The National Science Foundation.
18
‘‘(4) The heads of such other Federal, State,
19
and local government entities the Secretary of De-
20
fense determines appropriate.
21
‘‘(5) Private sector organizations the Secretary
22
of Defense determines appropriate.
23
‘‘(c) ACTIVITIES.—Activities under the program may
24
include the following:

‘‘(1) Establishment of targeted internships and

cooperative research opportunities in computer
2
science and cybersecurity at defense laboratories and
3
other technical centers for students in and instruc-
4
tors of the Junior Reserve Officers’ Training Corps.
5
‘‘(2) Funding for training and other supports
6
for instructors to teach evidence-based courses in
7
computer science and cybersecurity to students.
8
‘‘(3) Efforts and activities that improve the
9
quality of cybersecurity and computer science edu-
10
cational, training opportunities, and curricula for
11
students and instructors.
12
‘‘(4) Development of travel opportunities, dem-
13
onstrations, mentoring programs, and informal com-
14
puter science and cybersecurity education for stu-
15
dents and instructors.
16
‘‘(d) METRICS.—The Secretary shall establish out-
17
come-based metrics and internal and external assessments
18
to evaluate the merits and benefits of activities conducted
19
under the program with respect to the needs of the De-
20
partment of Defense.

‘‘(e) AUTHORITIES.—In carrying out the program,
22
the Secretary shall, to the maximum extent practicable,
23
make use of the authorities under chapter 111 and sec-
24
tions 2601, 2605, and 2374a of this title, section 219 of

the Duncan Hunter National Defense Authorization Act

for Fiscal Year 2009 (Public Law 110–417; 10 U.S.C.
2
2358 note), and other authorities the Secretary deter-
3
mines appropriate.’’.

(2) CLERICAL AMENDMENT.—The table of sec-
5
tions at the beginning of chapter 102 of such title
6
is amended by adding at the end the following new
7
item:

‘‘2036. Computer science and cybersecurity program.’’.
(b) REPORT.—Not later than two years after the date
9
of the enactment of this Act, the Secretary of Defense
10
shall submit to the Committees on Armed Services of the
11
Senate and the House of Representatives a report on ac-
12
tivities carried out under the program on computer science
13
and cybersecurity for the Junior Reserve Officers’ Train-
14
ing Corps required by section 2036 of title 10, United
15
States Code (as added by subsection (a)).
