To amend the Federal Election Campaign Act of 1971 to require the principal
campaign committee of a candidate in a general election for the office
of President to file a certification that the candidate has undergone
a medical examination conducted by a medical office under the jurisdic-
tion of the Secretary of the Navy.

A BILL
To amend the Federal Election Campaign Act of 1971 to
require the principal campaign committee of a candidate
in a general election for the office of President to file
a certification that the candidate has undergone a med-
ical examination conducted by a medical office under
the jurisdiction of the Secretary of the Navy.
Be it enacted by the Senate and House of Representa-

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Standardizing Testing

and Accountability Before Large Elections Giving Electors

SEC. 2. MEDICAL EXAMINATION OF PRESIDENTIAL CAN-
3
DIDATES.

(a) REQUIRING PRINCIPAL CAMPAIGN COMMITTEE
5
TO CERTIFY THAT CANDIDATE HAS UNDERGONE EXAM-
6
INATION.—Section 304 of the Federal Election Campaign
7
Act of 1971 (52 U.S.C. 30104) is amended by adding at
8
the end the following new subsection:

‘‘(j) CERTIFICATION OF MEDICAL EXAMINATION OF
10
PRESIDENTIAL CANDIDATE.—

‘‘(1) REQUIRING FILING OF CERTIFICATION.—

The principal campaign committee of a candidate for
13
election for the office of President shall file a report
14
with the Commission under this section containing—
15
‘‘(A) a certification that a medical office
16
under the jurisdiction of the Secretary of the
17
Navy conducted a medical examination of the
18
candidate after the candidate won the nomina-
19
tion of a political party to run as a candidate
20
in the general election for such office; and
21
‘‘(B) the results of such medical examina-
22
tion.

‘‘(2) DEADLINE.—A principal campaign com-
24
mittee of a candidate for election for the office of

President shall file the report required under para-
1
graph (1) not later than 21 days after the date on
2
which the candidate won the political party’s nomi-
3
nation to run as a candidate in the general elec-
4
tion.’’.

(b) EFFECTIVE DATE.—The amendment made by
6
subsection (a) shall apply with respect to the general elec-
7
tion for the office of President held in November 2020
8
and each succeeding general election for such office.
