To amend the Consolidated Appropriations Act, 2017 to extend the availability
of identity protection coverage to individuals whose personally identifiable
information was compromised during recent data breaches at Federal
agencies, and for other purposes.

bill; which was referred to the Committee on Oversight and Reform
A BILL
To amend the Consolidated Appropriations Act, 2017 to
extend the availability of identity protection coverage to
individuals whose personally identifiable information was
compromised during recent data breaches at Federal
agencies, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Reducing the Effects
4
of the Cyberattack on OPM Victims Emergency Response
5
Act of 2019’’ or the ‘‘RECOVER Act’’.

SEC. 2. IDENTITY PROTECTION COVERAGE FOR INDIVID-

UALS AFFECTED BY FEDERAL AGENCY DATA

BREACHES.

Section 633(a) of title VI of division E of the Consoli-
4
dated Appropriations Act, 2017 (Public Law 115–31), as
5
amended by section 630 of title VI of division D of the
6
Consolidated Appropriations Act, 2018 (Public Law 115–
7
141), is amended—
8
(1) by striking ‘‘(a) For fiscal years 2016
9
through 2026,’’ and inserting ‘‘(a) IN GENERAL.—
10
For fiscal year 2016 and each fiscal year there-
11
after,’’;
12
(2) by striking ‘‘and’’ at the end of paragraph
13
(1); and
14
(3) by striking paragraph (2) and inserting the
15
following:
16
‘‘(2) is effective for the remainder of the life of
17
the affected individual; and
18
‘‘(3) includes not less than $5,000,000 in iden-
19
tity theft insurance.’’.
