STARTUP IN A DAY GRANT PROGRAM. 1 (a) ESTABLISHMENT.—The Administrator of the 2 Small Business Administration shall, from amounts ap- 3 propriated pursuant to subsection (g), establish a competi- 4 tive grant program to be known as the ‘‘Startup in a Day 5 Program’’ to award grants to eligible entities for purposes 6 of assisting entrepreneurs planning to start a small busi- 7 ness concern in complying with State or local government 8 requirements for opening and operating such a concern 9 in a geographic area in the jurisdiction of the eligible enti- 10 ty. 11 (b) APPLICATION.—An eligible entity may submit an 12 application to the Administrator, at a time and in a man- 13 ner to be prescribed by the Administrator, describing ac- 14 tivities the eligible entity would undertake to assist entre- 15 preneurs planning to start a small business concern in a 16 geographic area in the jurisdiction of the eligible entity. 17 (c) SELECTION.—The Administrator shall select from 18 among eligible entities submitting an application pursuant 19 to subsection (b) grant recipients based on criteria to be 20 prescribed by the Administrator. 21 (d) AUTHORIZED USE OF FUNDS.—Grants awarded 22 under this section may be used by a grant recipient to 23 carry out activities to assist entrepreneurs planning to 24 start small business concerns, including— 25 VerDate Sep 11 2014 23:31 Jul 19, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H3706.IH H3706 pamtmann on DSKBFK8HB2PROD with BILLS 3 •HR 3706 IH (1) developing, implementing, and improving 1 Internet resources related to the small business con- 2 cern startup process in the geographic area in the 3 jurisdiction of the recipient; 4 (2) assisting such entrepreneurs in registering 5 and applying for any licenses or permits required by 6 a State or a local government for starting a small 7 business concern in such area; and 8 (3) other activities the Administrator deter- 9 mines necessary. 10 (e) REPORTS.— 11 (1) REPORT TO ADMINISTRATOR.—A recipient 12 of a grant under this section shall submit to the Ad- 13 ministrator, at a time and in a manner to be pre- 14 scribed by the Administrator, a report detailing how 15 grant funds were expended and describing the im- 16 pact, if any, of activities funded by the grant on the 17 opening of small business concerns in a geographic 18 area in the jurisdiction of such recipient. 19 (2) REPORT TO CONGRESS.—Not later than 90 20 days after the conclusion of each fiscal year for 21 which the Administrator awards a grant under this 22 section, the Administrator shall submit to Congress 23 a report describing all such grants awarded for such 24 fiscal year and analyzing the impact, if any, of such 25 VerDate Sep 11 2014 23:31 Jul 19, 2019 Jkt 089200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H3706.IH H3706 pamtmann on DSKBFK8HB2PROD with BILLS 4 •HR 3706 IH grants on the opening of small business concerns in 1 the jurisdictions of eligible entities receiving such 2 grants. 3 (f) DEFINITIONS.—For purposes of this section, the 4 following definitions apply: 5 (1) ADMINISTRATOR.—The term ‘‘Adminis- 6 trator’’ means the Administrator of the Small Busi- 7 ness Administration. 8 (2) ELIGIBLE ENTITY.—The term ‘‘eligible enti- 9 ty’’ means a State or local government. 10 (3) LOCAL GOVERNMENT.—The term ‘‘local 11 government’’ means a county, parish, borough, or 12 municipal government. 13 (4) SMALL BUSINESS CONCERN.—The term 14 ‘‘small business concern’’ has the meaning given 15 such term under section 3 of the Small Business Act 16 (15 U.S.C. 632). 17 (5) STATE.—The term ‘‘State’’ means each of 18 the several States, the District of Columbia, the 19 Commonwealth of Puerto Rico, the Virgin Islands of 20 the United States, Guam, American Samoa, the 21 Commonwealth of the Northern Mariana Islands, 22 and each federally recognized Indian Tribe. 23 (g) AUTHORIZATION OF APPROPRIATIONS.—There is 24 authorized to be appropriated to the Administrator 25 VerDate Sep 11 2014 23:31 Jul 19, 2019 Jkt 089200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H3706.IH H3706 pamtmann on DSKBFK8HB2PROD with BILLS 5 •HR 3706 IH $1,000,000 for each of fiscal years 2020 through 2024 1 for purposes of carrying out this section. 2 Æ VerDate Sep 11 2014 23:31 Jul 19, 2019 Jkt 089200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6301 E:\BILLS\H3706.IH H3706 pamtmann on DSKBFK8HB2PROD with BILLS
